Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />

To keep the initial momentum generated by introduction <strong>of</strong> a new system every employee <strong>of</strong><br />

Collectorate is provided with a PC/Thin so that they can actually work with electronic files. Every<br />

section was provided with a printer <strong>and</strong> scanner as a part <strong>of</strong> the network. Thin clients were<br />

provided with OS images to suite Unicode Malayalam (local language) support <strong>and</strong> Mapped to Rack<br />

Server through Samba. The responsibility <strong>of</strong> development s<strong>of</strong>tware was entrusted to NIC with a<br />

view that it becomes a continuous process <strong>and</strong> the support is available all the time.<br />

Suggestions on changes required in DOM to incorporate <strong>and</strong> facilitate electronic file flow based<br />

process were submitted to Government. Government <strong>of</strong> Kerala passed the required orders to effect<br />

the changes for the smooth running <strong>of</strong> the DC*Suite.<br />

Systematic Training programmes were designed <strong>and</strong> conducted for an effective <strong>and</strong> sustained<br />

motivation for using the system. The methodology followed for sustained efforts was to identify<br />

few Master Trainers <strong>and</strong> trained extensively in DC*Suite. All staff <strong>of</strong> Collectorate were trained in<br />

DC*Suite. The batch size was kept limited to 18 participants in one batch so that comprehensive<br />

training can be provided. All Officers were given also trained. Continuous Training programmes are<br />

conducted both for new users <strong>and</strong> Refresher programme. As a result all staff members are well<br />

trained in Open Office2.0 with Malayalam fonts. Also Self Tutors are prepared for the Major<br />

Modules <strong>of</strong> the Application.<br />

Disaster Recovery Centre is established with replication in geographically different location so that<br />

the in case <strong>of</strong> any disaster there is minimal break in services.<br />

5. Techology <strong>and</strong> Data Digitization<br />

The s<strong>of</strong>tware is developed using Web Portal technologies along with a proven RDBMS. Open<br />

S<strong>of</strong>tware Technologies is utilized wherever appropriate. The applications, which are <strong>of</strong> public<br />

interest, will be given access through INTERNET, IVRS <strong>and</strong> Touch Screens based Kiosks using<br />

st<strong>and</strong>ard s<strong>of</strong>tware <strong>and</strong> web interfaces. DC*Suite is developed in Linux-Appache-MySQL-PHP (LAMP).<br />

The work structure has been modified scientifically <strong>and</strong> systematically for the benefit <strong>of</strong> citizens.<br />

Information are made available through multi-channel service delivery access points like touch<br />

screen kiosks, inter-active voice response system, SMS, departmental service counters, e-mail ,<br />

Internet kiosks, <strong>and</strong> Agencies like FRIENDS, are service delivery points<br />
