Resolution or order is a must to legitimate the use <strong>of</strong> various government records to provide e-<br />

<strong>district</strong> services.<br />

Incremental creation <strong>of</strong> citizen database<br />

Data entry <strong>and</strong> digitization <strong>of</strong> the legacy data for the defined set <strong>of</strong> services has been identified as<br />

a focus area. Creation <strong>of</strong> digital data for some services is essential as the services can only be data<br />

driven, for example, the regular disbursal <strong>of</strong> social security pensions is possible only with the<br />

availability <strong>of</strong> digital data. Similarly, ration card related services can best be processed through<br />

availability <strong>of</strong> data. However certain other services like issue <strong>of</strong> certificates cannot commence with<br />

data, as the citizen database does not exist <strong>and</strong> needs to be incrementally created. The<br />

recommended process is to incrementally develop the data while services are rendered through<br />

reengineered workflow processes fully enabled. Once the data is built up over a period <strong>of</strong> time, the<br />

same can be utilized for an across the counter delivery <strong>of</strong> the possible services. The inference is<br />

that, wherever legacy data exists, the same needs to be digitized to commence services. However,<br />

creation <strong>of</strong> a database where none exists may not be possible during the given schedule <strong>and</strong> cost <strong>of</strong><br />

the e-District project. Suggested list <strong>of</strong> services for which legacy data can be digitized are as<br />

follows:<br />

a. Beneficiary data with respect to social security pension schemes<br />

b. Data pertaining to existing revenue cases at <strong>district</strong>, taluk <strong>and</strong> RDO courts<br />

For the remaining services, it is suggested to incrementally create citizen database by linking the<br />

data inputs to service delivery. Incentives through discount in service charges to encourage data<br />

capture <strong>and</strong> validation <strong>and</strong> ownership <strong>of</strong> the data by the concerned departments can strengthen<br />

the emerging data.<br />

In G<strong>and</strong>hinagar, the Jan Sewa Kendra operator assigns a unique applicant ID number for the<br />

applicants who are requested to give one <strong>of</strong> the four government issued photo IDs: (1) Election<br />

card, (2) PAN Card, (3) Driving License, or (4) Passport. In case a person cannot produce one <strong>of</strong> the<br />

above IDs, the s<strong>of</strong>tware assigns a unique number in sequence. Once the applicant ID is issued, the<br />

applicant is requested to fill out personal details in the form for the applicant ID. Thirteen types <strong>of</strong><br />

personal particulars are m<strong>and</strong>atory. These include Name, Residence, Religion, Gender etc. If the<br />

applicant comes again to Jan Sewa Kendra, then one page <strong>of</strong> the form is automatically printed with<br />

pre-filled out information. The applicant does not have to re-submit the same information. This<br />

approach might be adopted. In Thiruvarur, data related to various applications were built ground-<br />

up through actual involvement <strong>of</strong> the <strong>of</strong>ficials which was critical from the st<strong>and</strong>point <strong>of</strong> data<br />

quality <strong>and</strong> ownership <strong>of</strong> data. But there were no st<strong>and</strong>ards governing data collection that would<br />

be a key requirement for building capacity / replication.<br />
