Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />
• Administration <strong>of</strong> birth <strong>and</strong> death records including issuance <strong>of</strong> birth <strong>and</strong> death certificates<br />
was digitized<br />
• Issue <strong>of</strong> community certificates such as income / solvency / nativity certificates<br />
• Old Age Pension Scheme (OAP) – Details <strong>of</strong> the pensioners are automated in the database<br />
• Capturing the grievance <strong>and</strong> petition details- The system stores grievance details <strong>and</strong><br />
tracks the progress/status <strong>of</strong> the details<br />
Data ownership: IPRs <strong>of</strong> the application s<strong>of</strong>tware packages are owned by the Government thus<br />
giving scope for the Governments to adopt the packages in their respective. areas <strong>of</strong> governance.<br />
The data created at the Taluks is also owned by the government<br />
5.5 Financial resources<br />
The <strong>district</strong> did not receive any formal commitment <strong>of</strong> funds from the <strong>State</strong> budget. A Non Pr<strong>of</strong>it<br />
Organisation named District Welfare Committee, which was headed by the District Collector <strong>and</strong><br />
participated by the people’s representatives was formed for funding this initiative. This Non Pr<strong>of</strong>it<br />
Organisation mobilised funds from various sources <strong>and</strong> schemes such as Members <strong>of</strong> Parliament<br />
Local area development Programme (MPLADP) <strong>and</strong> MLA Constituency development fund.<br />
A total <strong>of</strong> apprx. Rs. 200 Lakhs was mobilised <strong>and</strong> utilized for implementing the project. These<br />
funds were used for procuring Hardware/Infrastructure facilities for the 7 Taluks (1 Server, 9-11<br />
Client nodes , Laser Printer , High Speed Dot Matrix printer, UPS ) <strong>and</strong> block <strong>of</strong>fices ( 1 Server , 3<br />
Client nodes , 6 Thin clients, UPS etc. ) .The s<strong>of</strong>tware development centres also were funded from<br />
this source.<br />
