l<strong>and</strong> at all Talukas which include 7X12 (Area), Form 8 (Details <strong>of</strong> owner) <strong>and</strong> Form 6 (Transactions<br />
on the l<strong>and</strong>). This data is put on the GSWAN, <strong>and</strong> is accessible to all the <strong>district</strong> <strong>of</strong>ficers. All <strong>of</strong> the<br />
ration card data for the Ahmedabad <strong>district</strong> is also computerized (as per their website) <strong>and</strong> the<br />
updation <strong>of</strong> the same is being done on a regular basis.<br />
6. Challenges <strong>and</strong> Mitigation Strategies<br />
This section details out the situation prior to introduction <strong>of</strong> Jan Sewa Kendra <strong>and</strong> now, how the<br />
presented situation has been achieved <strong>and</strong> what has been done to address various challenges faced<br />
while introducing Jan Sewa Kendra.<br />
Situation before introducing Jan Sewa Kendra<br />
1. Employees perpetually in the crisis response mode<br />
2. The citizen’s charter not effectively implemented<br />
3. Long drawn out <strong>and</strong> cumbersome procedures.<br />
4. Red tapism abounded <strong>and</strong> absence <strong>of</strong> an effective mechanism for grievances redressal.<br />
5. Spread out branches <strong>of</strong> the Collectorate <strong>and</strong> no single point <strong>of</strong> service delivery.<br />
6. No single point <strong>of</strong> information for the citizen as well as <strong>of</strong>ficials.<br />
7. Lack <strong>of</strong> motivation amongst the employees.<br />
8. Discouraging physical environment for work.<br />
Challenges faced during implementation <strong>of</strong> Jan Sewa Kendra<br />
1. Planning - The government appointed a committee headed by the DM to look into the<br />
establishment <strong>of</strong> Jan Sewa Kendra. The committee included architects, s<strong>of</strong>tware<br />
consultants etc. to provide comprehensive inputs for the development <strong>and</strong> establishment <strong>of</strong><br />
Jan Sewa Kendra.<br />
2. Funding for the Jan Sewa Kendra – The project proposal for Jan Sewa Kendra had a budget<br />
layout <strong>of</strong> Rs. 1.70 crores. The Government agreed for private / industry funding <strong>of</strong> the Jan<br />
Sewa Kendra <strong>and</strong> through a GR authorized the committee to seek funding from private /<br />
non government agencies for establishment <strong>of</strong> facilities at the Jan Sewa Kendra. Still it<br />
took almost a month to convince prospective private partners about the viability <strong>of</strong> the<br />
project. Once the work started on Jan Sewa Kendra, credibility was established, then there<br />
was no looking back.<br />
3. Attitudinal transformation faced roadblocks at almost all levels. Its pace did not exactly<br />
match with that <strong>of</strong> the development <strong>of</strong> infrastructure <strong>and</strong> s<strong>of</strong>tware etc. Persistence seems<br />
to have paid in most cases. The process is continuous .<br />
4. Design <strong>of</strong> the st<strong>and</strong>ardized format changed several times in consultation with the Revenue<br />
staff <strong>and</strong> citizen groups. Implementing the system <strong>of</strong> online tracking by citizens <strong>and</strong><br />
