submission <strong>of</strong> the form, the operator retrieves the information from the database. The<br />
operator does not need to re-type the information about the applicant<br />
4. Implementation Strategy<br />
M/s Peach Computers has imparted training to every operator working at Jan Sewa Kendra. The<br />
training covered the computer application, government processes as well as value systems<br />
necessary for public services. A series <strong>of</strong> Trainings <strong>and</strong> workshops were arranged by the <strong>district</strong><br />
collector during the implementation phase <strong>of</strong> the project. This ensured that after<br />
implementation the systems can be h<strong>and</strong>led by the government <strong>of</strong>ficers themselves in their<br />
respective departments. Regular trainings are required to keep the <strong>of</strong>ficials as well as<br />
operators updated with the technology changes <strong>and</strong> make full use <strong>of</strong> the system.<br />
The present model is easily replicable in other <strong>district</strong>s. Officers’ interface is through the<br />
GSWAN <strong>and</strong> the service providers’ interface is through the Internet. The technology provider<br />
has expressed readiness to provide open source products to allow users the ability to customize<br />
the product. Various process related to the delivery <strong>of</strong> services are well documented <strong>and</strong> can<br />
be replicated easily.<br />
The business model counts on income generation from B2C <strong>and</strong> C2C initiatives such as<br />
employment h<strong>and</strong>ling, travel bookings, bill collections, one number for all services – call<br />
centers, buy-sell services, surveys, data sharing, etc. Some financial support is achieved<br />
through value added services like home deliveries through courier, sponsorships for stationery<br />
with advertisement <strong>of</strong> the sponsor, renting <strong>of</strong> hoardings at the Kendra for publicity, etc. The<br />
<strong>district</strong> is ready to launch distributed franchise service provider outlets which reduces the load<br />
on the government to create <strong>of</strong>fice space <strong>and</strong> infrastructure. The strategy here is to count<br />
minimum on the collections from the basic G2C services.<br />
This way the G<strong>and</strong>hinagar model is replicable in terms <strong>of</strong> technology, work processes, human<br />
resource requirements as well as financial sustainability.<br />
5. Techology <strong>and</strong> Data Digitization<br />
There are 18 nodes at Jan Sewa Kendra G<strong>and</strong>hinagar <strong>and</strong> are connected through LAN. Those<br />
Nodes are connected to a server at Jan Sewa Kendra. There is another server which serves as a<br />
back-up. One <strong>of</strong> the two servers functions in the mirrored mode <strong>and</strong> provides redundancy this<br />
