Review of CP 1986-92 and formulation of CP 1993-98<br />
(Swiss <strong>Country</strong> programme for Tanzania)<br />

<strong>Country</strong> Programme Evaluations Workshop: The Case of Tanzania<br />
Internal self-evaluation based on the previous CP and formulation of the subsequent<br />
CP 1993-98.<br />
Steps:<br />
– Internal programme review and country situation analysis: Specific experiences from<br />
the previous country programme were collected by the SDC Tanzania team.<br />
To complement this input, issue papers on crucial aspects of co-operation in<br />
relation to the socio-political and economic aspects of the country were prepared.<br />
(Preparation of issue papers was done by independent local consultants.)<br />
– A one week internal workshop for review and formulation of CP 1993-98. Discussions<br />
in this workshop were based on the SDC’s previous experiences from<br />
its programme as well as on the inputs from issue papers prepared by<br />
consultants.<br />
Level of participation:<br />
– SDC Tanzania and SDC HQ.<br />
– Swiss executing agencies (only from the NGO side) working in Tanzania and<br />
having participated in the review process.<br />
There was no involvement of local partners in the whole process from review to formulation of CP.<br />
The SDC’s views on the process and outcome:<br />
– Time-efficient and low-cost exercise: Specific tasks for preparation and formulation<br />
of the CP were few, so that only about six months were needed to complete<br />
the whole exercise from planning to accomplishing the CP document. A Swiss<br />
product: The review was intended to be an internal process, as was the subsequent<br />
CP document which was issued internally. Curtailed awareness of<br />
partners on the key aspects of Swiss – Tanzanian co-operation: This situation<br />
prevailed over the entire period of the country programme and was only<br />
partly revealed during the external evaluation of the CP in January 1998.<br />
– Continuation of donor-recipient relationship: The philosophy of partnership in<br />
development had not come to light during the review process and formulation<br />
of the CP 1993-98. Though it was already in discussion during the second<br />
half of the CP, it still could not be filtered through in a coherent manner to<br />
local partners.<br />
