– Wider material about evaluation, including manuals, reviews, and DAC<br />

– Literature on aid and aid impact, especially the recent literature on aid effectiveness.<br />

In the time available, we have concentrated on CPEs and papers about CPEs.<br />

However, a bibliography of all the material consulted is included at the end of the<br />

chapter.<br />

Table 2.1 presents the collection of 110 CPEs as a matrix of donor and partner<br />

studies. The definition of what does and does not constitute a country programme<br />

evaluation is always going to be somewhat arbitrary but can at least be transparent.<br />

To construct Table 2.1, we have started off with a broad definition of a country programme<br />

evaluation. While possibilities for alternative, narrower definitions of what<br />

constitutes a country programme are mentioned in the text of the study, it was felt<br />

more productive to begin with an inclusive rather than exclusive definition and so<br />

open up the scope for discussion.<br />

The borderline cases which we have classified as country programme evaluations<br />

include:<br />

– Evaluations of all donor activities in a given country, even when these activities<br />

take the form of numerous, largely uncoordinated projects rather than<br />

an integrated country programme.<br />
