<strong>Country</strong> Programme Evaluations Workshop: The Case of Tanzania<br />
The economic sector programme has been designed and financed mainly by<br />
FOFEA (Federal Office of Foreign Economic Affairs) but synergies with the SDC’s<br />
programme have been aimed at, and mainly concern, the fiscal policy and management<br />
system. The SDC/FOFEA’s activities in this domain focus on transparent and<br />
equitable redistribution mechanisms as well as on adequate resource allocation to<br />
the social sectors. The FOFEA’s main objective is to contribute to the establishment<br />
of conducive enabling conditions to allow the private sector’s steady development.<br />
New cross-cutting support programmes<br />
Decentralisation and Democratisation (D + D) objectives: Enhance community<br />
participation in decision-making; promote the emergence of civil society;<br />
strengthen local government authorities’ capacities to respond to people’s needs;<br />
the co-ordination and harmonisation of sector reforms with the Local Government<br />
Reform, as well as more transparency and accountability in the allocation and management<br />
of district resources. These objectives are designed to boost the SDC sector<br />
programmes and was to be implemented mainly within them.<br />
The Gender-Balanced Development programme is also integrated into the<br />
sector and D + D programmes in addition to national level gender-related activities.<br />
By the end of 1998, a clear strategy adapted to the Tanzanian context will be<br />
developed and be made an integral part of the CP.<br />
Other projects are those that cannot be integrated into the sector programmes,<br />
that will continue throughout the duration of the next CP (the Southern<br />
Highlands Dairy Development Project or SHDDP, the Tanzania-Swiss Trust Fund),<br />
or will be phased out in 1999 (National Income Generation Project). They are an<br />
integral part of the financial programming, and specific support programme<br />
resources will be allocated to SHDDP.<br />
Poverty alleviation<br />
Both new strategic orientations (D + D and Gender) aim at spearheading one<br />
of our major CP objectives-people-centred development-in order to better target<br />
poverty alleviation.<br />
In accordance with the Tanzanian Strategy for Poverty Eradication, this new CP<br />
is particularly targeted on the improvement of Tanzania’s living conditions and selfreliance.<br />
Improvements, such as: the move from the project approach to the programme/sector-wide<br />
approach, the particular attention given to district comprehensive<br />
interventions in the health and the infrastructure programmes bringing the<br />
development activities and the related decision-making process closer to the people,<br />
as well as the adoption of measures aimed at the promotion of a conducive<br />
environment for economic growth and private sector investment.<br />
