5.2 Methods<br />

The methodology used for this study generally consisted of identifying vulnerable communities<br />

<strong>and</strong> subsequently assessing their susceptibility to direct <strong>and</strong> indirect effects of flooding. First,<br />

potentially vulnerable communities were identified by reviewing the event frequency <strong>and</strong><br />

damage estimates contained in the updated <strong>Flood</strong> Events Inventory. After communities were<br />

identified, the physical hazard for each community was assessed. The next step was to<br />

determine each community‟s vulnerability to the direct effects of flooding (e.g., inundation).<br />

Third, potential indirect effects, such as isolation, were assessed for each of the identified<br />

communities. Finally, the results of each of the above steps are summarised in a decision table,<br />

highlighting those communities most vulnerable to flooding.<br />

5.3 Identify key communities from the <strong>Flood</strong> Events Inventory<br />

The flood events Inventory presents a recent (1950 to present) history of flooding in<br />

Newfoundl<strong>and</strong> <strong>and</strong> Labrador. Communities were initially ranked based on the number of<br />

recorded events, which ranged from just one event to 73 (for the city of St John‟s). As a starting<br />

point, those communities registering five or more events were initially included (Table 5-1).<br />

The next step was to supplement the above with the damage estimate data. As noted in the<br />

updated <strong>Flood</strong> Events Inventory (produced for section 0 of this report), damage estimate data is<br />

not provided for all flood events, <strong>and</strong> most entries lack Disaster Financial Assistance<br />
