West-CB <strong>and</strong> East-SJ<br />

Because of the historic l<strong>and</strong> use patterns, the high population densities, the magnitude of<br />

investment in infrastructure, <strong>and</strong> projected growth, all of the mitigation strategies presented in<br />

Table 6-4 are recommended for these two Sub-regions. In addition, these Sub-regions should<br />

initiate a formal <strong>and</strong> comprehensive review of their current flood management planning<br />

documents that includes multiple municipal departments <strong>and</strong> community stakeholders.<br />

Structural strategies are more applicable to these Sub-regions, as the high population densities<br />

<strong>and</strong> high infrastructure investments typically justifies the higher cost of implementation.<br />

West-1<br />

West-1 has the lowest <strong>Flood</strong> Damages Estimates Priority Factor on the isl<strong>and</strong>. Therefore, no<br />

additional strategies beyond the seven applicable to all Sub-regions are included on the priority<br />

strategy list. These same recommendations apply to the seven communities located in Labrador<br />

across the Gulf of St. Lawrence from Newfoundl<strong>and</strong>‟s Great Northern Peninsula.<br />

West-2<br />

The region surrounding Deer Lake <strong>and</strong> served by the Trans Canada Highway may have the<br />

potential to see additional growth. In addition, flood damages in communities in this region <strong>and</strong><br />

the close proximity of communities to water bodies, make the promotion of flood insurance <strong>and</strong><br />

the consideration of acquisition of properties in areas prone to flooding applicable mechanisms<br />

in this Sub-region.<br />
