West-3, West-4, <strong>and</strong> Central-3<br />

These three Sub-regions of mainly coastal communities are adjacent to each other along the<br />

southern coast of the Western Region. Due to the low Growth Priority Factors <strong>and</strong> the relatively<br />

low <strong>Flood</strong> Damages Estimates Priority Factor, additional strategies are not recommended<br />

beyond those appropriate for all Sub-regions.<br />

Central-1 <strong>and</strong> Central-2<br />

This Sub-region, based on its relatively high population density <strong>and</strong> high density of communities<br />

would benefit from a flood forecasting <strong>and</strong> warning system. As this region receives much of its<br />

overl<strong>and</strong> flow from Sub-region Central-2, such an early warning system could be established<br />

across both sets of Sub-regions to minimize flooding impacts to downstream areas.<br />

In addition, communities in Central-2 have the highest <strong>Flood</strong> Damages Estimates Priority Factor<br />

of any Sub-region. Therefore, these Central-2 communities also have the third highest Growth<br />

Priority Factor of all Sub-regions <strong>and</strong> should consider adding four additional strategies to their<br />

Plan:<br />

Development <strong>and</strong> re-development policies,<br />

Promotion of flood insurance to l<strong>and</strong>owners,<br />

A formal process to identify <strong>and</strong> evaluate properties for which acquisition has a strong<br />

potential to reduce flood losses in the future, <strong>and</strong><br />

Structural flood mitigation strategies to reduce flood impacts on those communities <strong>and</strong><br />

portions of communities with the greatest flood vulnerabilities.<br />

East-1<br />

Despite the relatively high density of communities in this Sub-region, population in each<br />

community is low. This is likely the reason for the relatively low <strong>Flood</strong> Damages Estimates<br />

Priority Factor. Therefore, no additional Non-Structural strategies are recommended for East-1.<br />

However, due to the Sub-region‟s location on the eastern side of the isl<strong>and</strong>, with its higher<br />

vulnerability to expected sea level rise <strong>and</strong> hurricanes/tropical storms, local communities should<br />

add strategies in their flood mitigation <strong>and</strong> adaption program to identify locations for structural<br />

flood protection measures.<br />

East-2<br />

East-2 communities have a relatively high population within each community. Therefore, with<br />

relatively significant existing infrastructure <strong>and</strong> high population densities along the coast, these<br />
