Badger, as well as the Exploits River watershed, has an extensive <strong>and</strong> elaborate flood<br />

forecasting <strong>and</strong> early warning system in place.<br />

In contrast to Badger, Carbonear is located in a smaller coastal watershed on the Avalon<br />

Peninsula, on the western shore of Conception bay. According to the <strong>Flood</strong> Events Inventory it<br />

experiences floods during all four seasons, as a result of ice jams, rainfall, coastal storm surges,<br />

<strong>and</strong> snowmelt. This watershed is clearly vulnerable to flooding. Because of its relatively small<br />

size <strong>and</strong> coastal location, a flood early warning system composed of meteorological forecasts<br />

<strong>and</strong> a tidal warning system might be recommended.<br />

The process described above was carried out for each of the identified key communities.<br />

Results are presented in Section 5.5.2.<br />
