Using the available data sources, ranking decisions regarding the direct impacts of flooding were based on which communities have the most value (people, property, business, and critical services) exposed to the highest number of events. For example, communities with higher population densities, containing critical infrastructure (e.g., a hospital) that service a surrounding hinterland will be ranked higher than communities with smaller populations.
