Using the available data sources, ranking decisions regarding the direct impacts of flooding<br />

were based on which communities have the most value (people, property, business, <strong>and</strong> critical<br />

services) exposed to the highest number of events. For example, communities with higher<br />

population densities, containing critical infrastructure (e.g., a hospital) that service a surrounding<br />

hinterl<strong>and</strong> will be ranked higher than communities with smaller populations. For consistency, a<br />

similar 0 – 3 scale was used, defined by the following guidelines:<br />
