are relatively low. This may be due in part to soils in the Sub-region with relatively good<br />

infiltration characteristics.<br />

West-4<br />

The 13 communities located within this Sub-region line the southwest corner of the isl<strong>and</strong>, from<br />

Margaree to Parsons Harbour. West-4 has the lowest Location Priority Factor of any of the Subregions,<br />

<strong>and</strong> it also has one of the lowest <strong>Flood</strong> Damages Estimates Priority Factor on the<br />

isl<strong>and</strong>. As West-4 is located in the Western Region, it also has a relatively low flooding risk, as a<br />

result of both sea level rise, as well as a relatively moderate threat risk from hurricanes <strong>and</strong><br />

tropical storms.<br />

Central-1<br />

This Sub-region includes the largest number of communities, 103, that are clustered along the<br />

north central coast of Newfoundl<strong>and</strong>, from Kings Point to Salvage. Central-1 has over 36,000<br />

residents; however, its Growth Priority Factor is low to moderate, as population is expected to<br />

decline to about 30,000 by 2020. Despite its large population, <strong>Flood</strong> Damages in the Sub-region<br />

are relatively low.<br />

Central-2<br />

Twelve communities make up the Central-2 Sub-region. These inl<strong>and</strong> communities are mostly<br />

linked by the Trans-Canada Highway. Gr<strong>and</strong> Falls Windsor is the largest community in Central-<br />

2, accounting for most of the population. These communities have, by far, the highest Location<br />

Priority Factor of any Sub-region. Similarly, the Sub-region has the highest <strong>Flood</strong> Damages<br />

Priority Factor.<br />

Central-3<br />

Sub-region Central-3 includes 11 communities along the south central coast <strong>and</strong> up through<br />

Bay D‟Espoir. This Sub-region has the lowest population <strong>and</strong> low to moderate values on the<br />

major priority indicators: soils, slopes, <strong>and</strong> growth priority factors.<br />

East-1<br />

This Sub-region spans the width of the isl<strong>and</strong>, with coastal communities on the Gulf of St.<br />

Lawrence <strong>and</strong> the <strong>Atlantic</strong> Ocean, including the Burin Peninsula. The 108 coastal communities<br />

within this Sub-region are split between the north <strong>and</strong> south coasts. Socio-Economic priority<br />

factor figures for this Sub-region are the second lowest for the isl<strong>and</strong>, across all categories.<br />
