5.4.2 Community <strong>Vulnerability</strong> to Indirect <strong>Flood</strong>ing Impacts <strong>and</strong> Isolation<br />

Newfoundl<strong>and</strong> exhibits a relatively complex geography, full of peninsulas <strong>and</strong> constrictions,<br />

which limit the placement <strong>and</strong> options for evacuation routes. As such, persistent, large floods<br />

can have an isolating effect, as seen in numerous entries in the <strong>Flood</strong> Events Inventory. In<br />

order to assess vulnerability to isolation, the physical setting, road location <strong>and</strong> distribution, <strong>and</strong><br />

population size were evaluated.<br />

The physical setting of each of the key communities was analyzed in a GIS. ASTER terrain<br />

data (USGS, 2012), imagery, <strong>and</strong> the GeoBase National Roads <strong>and</strong> Hydro Networks were<br />

combined in order to assess each community‟s level of isolation. The terrain was examined for<br />
