The GOK implemented the 2007 KAIS in part tounderstand the reach and impact of these scaled‐up services on the HIV epidemic. Theinstitutional partners that implemented the 2003 KDHS also were part of the planning andconduct of the 2007 KAIS. To identify changes in the epidemic since 2003, the 2007 KAIS utilizedmethodology similar to the 2003 KDHS to allow for comparison to 2003 findings.
