Citizen-facing andanalysis functions were selected for detailed study in order to focus the roadmap study onfunctions where IT enablement can lead to enhanced citizen-service delivery and higherefficiency gains rather than incremental ones.Emergency Response ManagementThe control room of the police department serves as the focal point in the initiation andresponse of resources to the immediate citizen need for service. The primary function of theemergency response wing of the police department is to respond to citizen calls forassistance. It is critical that the department responds to calls for assistance in the shortestpossible time, with the appropriate resources and with the most accurate informationavailable in order to meet the public safety. In order to achieve a minimum turnaround timefrom the time the call is received to the time an emergency responder is sent for service, thecontrol room personnel should be provided with easy interfaces to capture the callerinformation and access to caller details, incident location and the nearest available emergencyresponder. Efficient and timely responses to emergency calls are critical in building up theconfidence of public in the police department. Information systems can play a major role inimproving the efficiency and the effectiveness of the functioning of the control room andfield units while responding to emergencies. There are multiple stakeholders in an emergencyresponse scenario, right from the caller or victim making the call to report the incident to thecall receivers and dispatchers manning the control room tothe emergency responders visiting the caller at his/her location.
