CCTNS Functional & Technical SpecificationsThe Government of Assam, with its nodal agency AMTRON is in the process of establishinga State Wide Area Network (SWAN) under the <strong>National</strong> e-Governance program. The SWANis envisaged as the backbone network for data, voice and video communications throughoutthe State. SWAN would act as the vehicle for effective implementation of ElectronicGovernance (e-Governance) across the state.The ASWAN network is being implemented to link each Block Head Quarter (BHQ) and SubDivisional Head Quarter (SDHQ) to the District HQ and finally to the State Secretariat atGuwahati through terrestrial leased lines from Power Grid, RailTel and BSNL.The connectivity pattern will be basically 3 tier. The SDHQs and BHQs will connect to theDHQ over individual 2 Mbps Leased Lines while DHQs would connect in similar manner tothe SHQ. The blocks will be further connected to villages/panchayats through wireless media.As illustrated in the above diagram, the Assam Police Offices (PS /Higher offices) would beconnected to the nearest ASWAN PoP with Terrestrial links.Most of the Assam Police sites at the District Level would have feasible connectivity optionsto the nearest ASWAN POP over terrestrial media. This could either be over fiberconnectivity to the ASWAN POP or Leased Line over Service Provider network.At the Block Level, terrestrial media would still be the preferential medium of connectivity.However, there would be several sites where connectivity over Terrestrial media will beTechnically Not Feasible (TNF). Wireless / Radio links would be media of choice for theselocations. In addition to this, wherever the above mentioned terrestrial links would not befeasible at present, VSATs would be used to connect the Assam Police offices to the centralData Center. MFTDMA Ku Band VSATs may be used for this purpose.The AMTRON broadband network could be used to give the redundant/backup connectivityto the Assam Police offices. AMTRON has formed a Optical Fiber backbone (from PGCIL,etc.) to provide Internet connectivity to various organisations across the state. They have theirpresence in various districts of the State. OFC links from the nearest AMTRON PoPs wouldbe used to connect the respective Assam Police office / campus to form a Metro EthernetNetwork.The routers would ensure secure connectivity over the Service Provider backbone byimplementation IPSec from the Branch Routers at the remote Assam Police stations to theAssam Police Page 253
