CCTNS Functional & Technical Specifications2.4 CCTNS IMPLEMENTATION FRAMEWORKCCTNS would be implemented in a way where the States and UTs play a major role. CCTNSwould be implemented in alignment with the NeGP principle of ―centralized planning and decentralizedimplementation‖. MHA and NCRB would play a key role in planning theprogram in collaboration with the Police leadership within States, in the development of afew core components and in monitoring and reviewing the program. It is, however, the Statesand UTs that would drive the planning and implementation at the State level.The role of the Centre (MHA and NCRB) focuses primarily around planning, providing theCore Application Software (CAS) (to be configured, customized, enhanced and deployed inStates), managing (from a high level) and monitoring the program. States would drive theimplementation at the state level and would continue to own the system after deployment.The implementation of CCTNS would be taking an ―integrated service delivery‖ approachrather than that of procurement of hardware and software. The central feature of CCTNSimplementation at the State level is the ―bundling of services‖ concept. According to this,each States selects one System Integrator (SI) who would be the single point of contact forthe State for all the components of CCTNS. These components include the application (thechanges made to the core application provided by MHA), hardware, communicationsinfrastructure, associated services such as Capacity Building and Handholding, etc.2.5 GOALS OF THIS REQUEST FOR PROPOSAL (<strong>RFP</strong>)The primary goal of this <strong>RFP</strong> is to serve as a framework or a model for the <strong>RFP</strong> to bereleased by States and UTs to select SI for their state through a competitive bidding process.This volume of <strong>RFP</strong> intends to bring out all the details with respect to solution and otherrequirements that are deemed necessary to share with the potential bidders. The goals of <strong>RFP</strong>are further elaborated below:• To seek proposals from potential bidders for providing the ―bundle of services‖ inimplementing and managing the CCTNS solution in states.Assam Police Page 15
