CCTNS Functional & Technical SpecificationsThe primary goal of Acceptance Testing, Audit & Certification is to ensure that the systemmeets requirements, standards, and specifications as set out in this RFP and as needed toachieve the desired outcomes. The basic approach for this will be ensuring that the followingare associated with clear and quantifiable metrics for accountability:1. Functional requirements2. Test cases and Requirements Mapping3. Infrastructure Compliance Review4. Availability of Services in the defined locations5. Performance and Scalability6. Security / Digital Signatures7. Manageability and Interoperability8. SLA Reporting System9. Project Documentation10. Data Quality ReviewAs part of Acceptance testing, audit and certification, performed through a third party agency,State shall review all aspects of project development and implementation covering software,hardware and networking including the processes relating to the design of solutionarchitecture, design of systems and sub-systems, coding, testing, business processdescription, documentation, version control, change management, security, service orientedarchitecture, performance in relation to defined requirements, interoperability, scalability,availability and compliance with allthe technical and functional requirements of the RFP and the agreement. Here it is importantto mention that there may be two agencies selected by STATE, one for audit & certificationof security and control aspect of the system and the other for audit & certification of overallapplication software.State will establish appropriate processes for notifying the SI of any deviations from definedrequirements at the earliest instance after noticing the same to enable the SI to take correctiveaction. Such an involvement of the Acceptance Testing & Certification agencies, nominatedby State, will not, however, absolve the operator of the fundamental responsibility ofAssam Police Page 177
