CCTNS Functional & Technical Specificationsxvii. User Access and Authorization Management ServiceThe service shall enable the administrative user in setting the access privileges and willprovide authentication and authorization functionality.DEVELOPMENT OF CCTNS CORE APPLICATION SOFTWARE (CAS)CAS (Centre) and CAS (State) will be developed at NCRB under the overall guidance andsupervision of MHA, and a dedicated team from NCRB under the supervision of <strong>National</strong>Informatics Centre (NIC). NCRB, on behalf of MHA, engaged a professional softwaredevelopment agency (SDA) to design and develop CAS (Centre) and CAS (State) and offerassociated services. The SDA would enhance and maintain CAS (Centre) and CAS (State)until the end of the engagement with NCRB and subsequent to that, CAS (Centre) and CAS(State) would be managed by NCRB under the guidance of NIC, DIT and MHA.CAS (State) would be built as a platform at NCRB addressing the core requirements of thePolice Station to provide a basic framework to capture and process crime and criminalinformation at the police station while providing the States/UTs with the flexibility to buildtheir state specific applications around it and in addition to it. CAS (State) will be provided toStates and UTs for deployment. Each State/UT would customize the CAS according to theirunique requirements and thereafter commission the same. A bulk of the functionality wouldbe added at States/UTs‘ discretion and would be added as extensions to the CAS (State) bythe System Integrators (SI) chosen by the States/UTs.In order to achieve the above stated goals of simultaneously ensuring consistency andstandardization across States/UTs (where necessary and possible), and enabling States/UTs tomeet their unique requirements, CAS will be built as a highly configurable and customizableapplication. CAS would therefore be a product-like application that could be centrallymanaged and at the same time customized to meet the unique requirements of the States/UTsand deployed in all States/UTs. The following sections provide details of the configurationand customization requirements of CAS.In order to achieve the key CCTNS goal of facilitating the availability of real timeinformation across police stations and between police stations and higher offices, CAS wouldAssam Police Page 39
