180 PRIVATE ACADEMIES OF CHINESE LEARNING IN MEIJI JAPANNish<strong>in</strong>omiya had the back<strong>in</strong>g and f<strong>in</strong>ancial support <strong>of</strong> likem<strong>in</strong>dedmen, and this time he was successful. <strong>The</strong> open<strong>in</strong>gceremony was held on 3 February 1880. <strong>The</strong> local newspaper,Akita kaji sh<strong>in</strong>bun, quoted some <strong>of</strong> the open<strong>in</strong>g speeches, whichmention the fact that Shijodō already had 200 pupils, <strong>in</strong>clud<strong>in</strong>gthe ones from Tōkaku gakkō, a public school on the grounds nextto Shijodō, established <strong>in</strong> 1874. <strong>The</strong> speeches praisedNish<strong>in</strong>omiya’s private <strong>in</strong>itiative and the <strong>in</strong>dependence <strong>of</strong> privateschools and spoke critically <strong>of</strong> public education, which waspercieved to be contam<strong>in</strong>ated with <strong>of</strong>ficialdom. 22As the articles celebrat<strong>in</strong>g the open<strong>in</strong>g <strong>of</strong> Shijodō po<strong>in</strong>ted out,its 200 pupils <strong>in</strong>cluded the 30 pupils <strong>of</strong> Tōkaku gakkō, whotransferred to the new juku, apparently with the support <strong>of</strong> theirteachers. As a result the public school had to close and Shijodōtook over its build<strong>in</strong>gs. 23 <strong>The</strong> <strong>in</strong>crease <strong>in</strong> student numbersrequired extend<strong>in</strong>g the school build<strong>in</strong>gs, and Nish<strong>in</strong>omiyaapplied to the prefecture for a loan <strong>of</strong> 500 yen, which he received;<strong>in</strong> May 1880 he reported how it had been spent.Tōkaku gakkō was not the only public school which lost itspupils to a juku at this time. A newspaper article appear<strong>in</strong>g threemonths after the open<strong>in</strong>g <strong>of</strong> Shijodō mentioned another privateschool <strong>in</strong> the same district, Kyūsei gakkō, which had replaced apublic school. 24<strong>The</strong>se developments disturbed the prefectural authorities. <strong>The</strong>Education Ord<strong>in</strong>ance made it possible for private schools toreceive public fund<strong>in</strong>g, and when the district governor asked forf<strong>in</strong>ancial support from the M<strong>in</strong>istry <strong>of</strong> Education and out <strong>of</strong> theregional taxes <strong>in</strong> May 1880, the prefectural authorities launchedan enquiry to determ<strong>in</strong>e whether the two schools served thepublic good, how they were f<strong>in</strong>anced and what had happened tothe public money which had gone to the former public schools <strong>in</strong>1874. <strong>The</strong> district governor was asked to provide detailed<strong>in</strong>formation on the two schools’s f<strong>in</strong>ances, the number <strong>of</strong> pupils,the circumstances <strong>of</strong> their tak<strong>in</strong>g over the public schools and thef<strong>in</strong>ancial arrangements <strong>of</strong> the takeover and even maps <strong>of</strong> theschools <strong>in</strong>dicat<strong>in</strong>g from which surround<strong>in</strong>g areas the pupilscame. 25We have little <strong>in</strong>formation on the actual day-to-day runn<strong>in</strong>g <strong>of</strong>Shijodō (even less is known about Kyūsei gakkō, which had asmany as 400 pupils). Pupils seem to have come from theneighbourhood; there is no mention <strong>of</strong> boarders. At the time <strong>of</strong>the enquiry it had 242 pupils at three different levels, 22 <strong>of</strong> them
