2011 – 2012Policies and RegulationsParking and TrafficAccountabilityThe Chief of Police and the Director of Transportation & ParkingServices.ApplicabilityThis policy applies to all CI employees, students, tenants,volunteers and visitors.Definition(s)Students -– Students are defined as anyone that is enrolled inclasses and is primarily on campus to pursue their educationalgoals. This excludes full time and permanent part timeemployees.Employees -– For the purpose of this policy, “employees”includes all faculty, staff, temporary employees, and othersupport personnel employed by the university, excluding unit11 employees. (Note: Student part time workers, graduateassistants and teaching associates are excluded from thisdefinition because they are primarily on campus for purposesrelated to obtaining their educational goal and therefore are notconsidered employees for the purpose of the policy.)Tenants -– Tenants are defined as any organization, person oremployees of an organization or person(s) with an executedlease with CI.University Property -– University property is defined as allproperty owned, leased, and /or controlled by CI.TextOperation and parking of vehicles on the campus is regulatedand enforced pursuant to the California Vehicle Code. AllCalifornia Vehicle Code laws pertaining to vehicular operationand parking are in effect and enforced on campus 24 hours aday, 7 days a week. Citations will be issued for violations ofany section of the California Vehicle Code. Citation Appealsand Administrative Hearings procedures shall be in accordancewith the California Vehicle Code sections 40215 and 40220.The following policy and regulations apply on campus.ParkingParking on campus is by permit only with the exception ofmetered and visitor spaces. Parking is allowed only in lotsappropriate to the permit purchased. Unless indicated bysignage, street parking is prohibited on campus and outlyingareas.• Employees. All employees utilizing the parking facilities atCI for their privately owned vehicles will be required to paya parking fee.• Students and Tenants. Students and Tenants are requiredto purchase parking and may utilize metered parking orparking lots appropriate to the permit purchased.• Disabled Students Parking Fee Waiver. To facilitate theparking needs of students with disabilities, the CI ParkingServices may issue a parking permit on a semester basis tostudents with disabilities if they meet the following criteria:– Proof of registration at California State University <strong>Channel</strong><strong>Islands</strong> for the period specified in the waiver;– A disability placard or license plate issued in theirname from the California Department of Motor Vehiclesor appropriate authorization from another state– Proof of eligibility for Federal Financial Aid from thecampus Financial Aid office for the period specified inthe waiver.• Visitors. Persons not employed by the campus, who arevisiting the campus for the purpose of transacting Statebusiness with the campus or visitors that are designated byauthorized administrators to assist with the planning anddevelopment of the campus may have their parking feeswaived. All other visitors must either utilize metered zones ordesignated visitor spaces, purchase a daily parking permit,or be sponsored by a campus department or tenant andutilize a guest parking permit.Speed Limits• The maximum speed limit is 20 mph on campus unlessotherwise posted.• The speed limit in the parking lots is 5 miles per hour.Bicycles and Skateboards• The use of skateboards, motorized skateboards, roller skates,roller blades, coasters, or similar devices on campus isprohibited.• It is prohibited to store or park bicycles in any public locationother than a bicycle rack or locker.Vehicle Storage• No storage of vehicles is permitted on campus streets orparking lots.• Abandoned vehicles will be towed away at vehicles owner’sexpense.• No person shall use any motor vehicle in any area oncampus for the purpose of human habitation or camping.Vehicle Repairs• No repair of private vehicles shall take place on campuswith the exception of jump starting a dead battery or fixinga flat tire.For further regulatory information, definitions, and proceduresrefer to Exhibit; Parking and Traffic Regulations Manual.(FA.81.001)Posting of Signage and Materials onExternal Spaces withinthe Campus CommunityAccountabilityDirector of Communication & Marketing and the Associate VicePresident for Operations, Planning & Construction.ApplicabilityAll CI students, non-academic functions, University auxiliarygroups, lessees, and external constituencies, including membersof the public-at-large such as those holding events or activities onthe campus.DefinitionsCI Student – a student currently enrolled at CI during thespring or fall semester, the recess period between semesters,summer period, or one who has completed the immediatelypreceding term and is eligible for re-enrollment. This also includesnon-matriculated (i.e. Open University, OSHER students andprospective, intent to enroll students).TextIt is the policy of CI to preserve and maintain the beauty of thecampus. To ensure materials posted are appropriate in contentand not geographically offensive or destructive in nature, allmaterials to be posted in external locations throughout thecampus, as well as the dates and times the materials areauthorized for display, will be approved in advance by theDirector of Communications and Marketing or a designee.70 www.csuci.edu • California State University <strong>Channel</strong> <strong>Islands</strong> • 2011 - 2012 Catalog
