The Dean of Students and theDirector of Housing & Residential Education administer thispolicy for students. Questions, concerns, suggestions, orcomplaints should be directed to Human Resources Programsat (805) 437-8490.ApplicabilityThis policy applies to all individuals on the campus of CaliforniaState University <strong>Channel</strong> <strong>Islands</strong> and excludes University Glen.TextThe goal of this policy is to provide smoke-free areas on campusto limit exposure to second-hand smoke. Smoking is prohibitedin all California State University <strong>Channel</strong> <strong>Islands</strong> work locationsand buildings. Smoking is only allowed in locations which areat least 50 feet away from any structure on the campus includingbus stops and outdoor dining areas. At designated outdoorrecreational areas, smoking is prohibited within 50 feet of theplaying surface. Additionally, smoking is prohibited in all Stateownedvehicles.(FA.31.013)Solicitation, Public Meetings,Performances, Rallies andSimilar EventsAccountabilityThe chair and members of the Events and Facilities Committeeand the Director of Public Safety.ApplicabilityThis policy applies to all CI faculty, staff, students, tenants,contractors, volunteers, and visitors on university property.Definition(s)Solicitation -– Solicitation means to request, or endeavor topersuade or obtain by asking, but does not include commercialsolicitation.Tenants -– Tenants are defined as any organization, person oremployees of an organization or person(s) with an executedlease with CI.University Property -– University property is defined as allproperty owned leased and/or controlled by CI.TextThe use of university buildings and grounds for public meetings,performances, rallies, solicitations or other similar functionsor events may be permitted in accordance with reasonabledirectives issued by the campus President as to the time,place and manner and in accordance with the University’sAdministrative Policy FA.83.001 Policy on Use of Facilitiesand SA.07.003 Policy on Distribution of Written Materials.All individuals and organizations must arrange for the use ofuniversity facilities or grounds through the Events and FacilitiesCommittee. Any such event occurring on campus in violationof established university directives regarding time, place andmanner is prohibited.SolicitationExternal Individuals or OrganizationsAny circulars, flyers or other form of written material fordistribution or solicitation purposes must be submitted with theEvents and Facilities Use Request Form to the Events and FacilitiesCommittee for approval.Time:8:00AM - 5:00PM Monday through FridayPlace:Restricted to the immediate geographical location approved bythe Events and Facilities Committee. Soliciting is prohibited insideclassrooms, offices, and other common areas inside buildings orwithin twenty feet of a building entrance.Manner:Soliciting must be conducted in a manner that does not:• Interfere with classes in session, or other normal universitybusiness or functions.• Obstruct the free flow of pedestrian and vehicular traffic.• Utilize voice amplification or other unduly loud noise.• Intimidate, harass or provoke any individual in the vicinity.CI StudentsBefore submitting a request to the Events and FacilitiesCommittee, all students, student clubs or organizations mustsecure the approval of the Vice President for Student Affairs ordesignee.Time:As determined and approved by the Events and FacilitiesCommittee.Place:Restricted to the immediate geographical location approved bythe Events and Facilities Committee.
