� Contribute to the design of field conservation programs that seek to demonstrate new
technologies and approaches.
� Provide training in biodiversity conservation including awareness raising for senior
Project officials, technical training for field staff especially staff from Louguantai Forest
Farm
d. Tourism Planner
6. The candidate shall have extensive experience in spatial planning with a tertiary level
qualification in planning with specific job experience in tourism, conservation and residential planning.
The candidate shall have at least 5 years work within developing countries some of which is to be
linked to conservation and tourism. The candidate shall be responsible for:
(i) Reviewing current policy and plans for spatial planning in Shaanxi
(ii) Forming a spatial planning task force to provide leadership in defining and then
undertaking the spatial planning process
(iii) Undertaking a series of meetings/workshops that identify (i) the scope of the proposed
plan, (ii) identify the planning stakeholders, their perspectives and expectations, (iii)
identify existing data sources and systems
(iv) Work with the Project information service provider to develop appropriate data bases
and maps for spatial planning exercises
(v) Undertake training of planner facilitators
(vi) Using a participatory process define the planning process, its objectives, principles,
and decision making processes
(vii) Assist the national planner to under take the planning exercise including the
assembling of stakeholder preferences and options to address these preferences both
spatially and temporally
(viii) Hold planning work groups that define and decide on preferred conditions, planning
outcomes and identify potential conflicts between stakeholder groups
(ix) Identify mechanisms for addressing conflicting needs and implement these
(x) Prepare planning scenarios and circulate these to each working group and all planning
stakeholders for comment and input
(xi) Prepare a draft plan and hold public consultations in the planning area and within the
Project Area, Zhouzhi County Shaanxi Provincial Government
(xii) Using the planning work groups develop implementation targets and programs with
supporting budgets
(xiii) Identify the need for regulation and legal reforms to provide the Plan with status in the
SPG
(xiv) Prepare final planning document and supporting spatial maps.
e. Animal Exposition Design Expert (1 person month)
7. The candidate shall have experience in the development of a master plan for a zoo or similar
wildlife focused facility and in the detailed design for animal and other zoo facilities. It is likely that this
expert could be a zoo professional with experience of working in a design team where architects or
technical drawers produce the plans and design documents.
8. The candidate shall be responsible for
� Working with the SARC staff, the international zoo management expert and the local
design team, to assist in the development of a master plan for SARC and site layouts
for the 4 satellite centers

� With the same group, to assist in the development of detailed designs for all of the
facilities in SARC and at the satellite centers
�
� To advise on materials and equipment for the center
