(Les Nouvellesd’Alsace, March 1997).• “Night marathon men”: In Ibiza, the fashionable <strong>Europe</strong> meets <strong>and</strong> dances with“house music” <strong>in</strong> long celebrations that last the whole day <strong>and</strong> night: tattoos,pierc<strong>in</strong>g, Eve costume, “remontants”… (Var-Mat<strong>in</strong>, 26/07/97).French people have watched several television programmes show<strong>in</strong>g thephenomenon <strong>of</strong> techno music <strong>and</strong> raves, above all at the Rate channel: <strong>in</strong> January,1997,“Megamix special trance”; In July, 1994, “Techno trance”; <strong>and</strong> <strong>in</strong> July, 1997, “LaSalsa”. Another programme called “Travel around the techno planet” was divulged byCanal Plus <strong>in</strong> June, 1996.F<strong>in</strong>ally, the novel “Rave”, by E. LENTIN, was published <strong>in</strong> 1995 (France- EditionsClimats, 195 p.).PREVENTION IS ORGANISED…The ma<strong>in</strong> obstacle for risks prevention concern<strong>in</strong>g <strong>ecstasy</strong> use is the illegalcharacteristic <strong>of</strong> this substance <strong>and</strong>, therefore, <strong>of</strong> its <strong>in</strong>toxication behaviour. Thisprohibition renders the phenomenon underground <strong>and</strong> opaque. Hypocrisy prevails, tothe detriment <strong>of</strong> public health. Those who really care about the problem can be accused<strong>and</strong> condemned <strong>of</strong> idealis<strong>in</strong>g this phenomenon, if they describe reality, which is, noharm for most <strong>of</strong> consumers, <strong>in</strong>stead <strong>of</strong> just repeat<strong>in</strong>g the list <strong>of</strong> dangers connected withits misuse, or for psychologically weak <strong>in</strong>dividuals, or with adulterated products, <strong>in</strong> acontext <strong>of</strong> contrab<strong>and</strong> where quality <strong>of</strong> products is suggested.In France, the Public Health M<strong>in</strong>istry has announced <strong>in</strong> 1996, through theM.I.L.D.T, a campaign <strong>of</strong> risk prevention connected with <strong>ecstasy</strong> use, especially nearraves organisers <strong>and</strong> disco managers. It has actually been def<strong>in</strong>ed, after July 1997, aplan <strong>of</strong> action <strong>in</strong> the national budget with the aim <strong>of</strong> giv<strong>in</strong>g a “sanitary answer” tomalaise <strong>and</strong> other accidents arisen <strong>in</strong> “raves”, <strong>and</strong> divulge prevention material.In spite <strong>of</strong> the contradictions between public order/ public health, severalassociations are try<strong>in</strong>g to settle different prevention strategies.Two <strong>in</strong>stitutions from Bordeaux, the CEID (Centre de l’Etude et d’Information surla Drogue) <strong>and</strong> the CRICA (Centre de Recherche et d’Intervention sur les ConduitesAddictives) have published <strong>in</strong>formative brochures <strong>and</strong> deliver them <strong>in</strong> the raves <strong>of</strong> theregion: “Ecstasy, that scares !”.136
Supported by governmental orientations, the Mutualité Française des AlpesMaritimes, very active <strong>in</strong> the new context <strong>of</strong> public health / risks reduction, prepares asummer program <strong>of</strong> <strong>in</strong>tervention <strong>in</strong> the raves <strong>of</strong> the area Provence-Alpes-Côte d’Azur.Hav<strong>in</strong>g repaired an old bus for its activities <strong>of</strong> health promotion, it presents to theadm<strong>in</strong>istration, with the help <strong>of</strong> local partners, the project <strong>of</strong> a Mobile Unity, composedby a team <strong>of</strong> pr<strong>of</strong>essionals <strong>and</strong> volunteers (a practitioner or a nurse <strong>in</strong> the team) with thefollow<strong>in</strong>g “general objectives: The primary prevention <strong>of</strong> drug addictions, thereduction <strong>of</strong> transmission risks <strong>of</strong> MST <strong>and</strong> VIH (through sex <strong>and</strong> blood), the reduction<strong>of</strong> sanitary risks connected with the use <strong>of</strong> different products (alcohol, <strong>ecstasy</strong>, LSD,etc..)”.Auto-support groups prevention strategies.The Techno Plus Association has delivered prevention brochures <strong>in</strong> the raves for twoyears. ”More you take, less positive are the effects” says the document (LAMBERT G.:Ecstasy secrets, Univers Santé, 1996, 8). It has participated <strong>in</strong> fifty raves: “we <strong>of</strong>ferwater <strong>and</strong> encourage people to take a rest every two hours, we take care <strong>of</strong> anyone whohas a “bad trip” <strong>and</strong> recommend not to buy unknown products…” expla<strong>in</strong>s the president<strong>of</strong> the association.The TIPI association, also supported by old ravers, develops <strong>in</strong> the region <strong>of</strong> Nice arisk reduction strategy: it distributes <strong>in</strong>formation <strong>in</strong> raves <strong>and</strong> discos, <strong>in</strong>stalls st<strong>and</strong>s(h<strong>and</strong>icrafts, water, sugar <strong>and</strong> dry fruits…) <strong>in</strong> several raves…<strong>in</strong> order to <strong>in</strong>form aboutthe specific dangers <strong>and</strong> the sexual transmission risks <strong>of</strong> AIDS. They proposetherapeutic solutions. “We must not brutally say no to drug, it will close the door todialogue(…). It would be necessary for the organisers <strong>of</strong> raves to <strong>of</strong>fer quiet rooms sothat young people could recover their spirit. It is better to get it over <strong>and</strong> liberateourselves than always cont<strong>in</strong>ue be<strong>in</strong>g out <strong>of</strong> step with Society (…). In the raves, thereare people who use drugs <strong>and</strong> people who do not. It is a fact. However, if they decideto consume, let’s them do it properly”.In the context Research-Action already mentioned, the project <strong>of</strong> “Médec<strong>in</strong>s duMonde” (MDM) is to participate, <strong>in</strong> common with auto-support associations (such asTechno Plus, TIPI, Keep Smil<strong>in</strong>g,…), <strong>in</strong> the preparation <strong>of</strong> <strong>in</strong>formation <strong>and</strong> riskprevention brochures. They tra<strong>in</strong> members <strong>of</strong> these associations <strong>in</strong> order to give firstaid, favour the education <strong>and</strong> help by their equals, study different strategies for theprevention <strong>of</strong> psychological risks, put <strong>in</strong>to immediate practice situations <strong>of</strong>psychological dis<strong>in</strong>hibition, re<strong>in</strong>forc<strong>in</strong>g risks…, support test<strong>in</strong>g practices <strong>and</strong><strong>in</strong>vestigate the massive use <strong>of</strong> psychotropics, sign <strong>of</strong> a society <strong>in</strong> search <strong>of</strong> happ<strong>in</strong>essthrough chemical products.In order to carry out this project, “Médec<strong>in</strong>s du Monde” recommends to put <strong>in</strong>topractice a synergy that associates the sanitary <strong>and</strong> <strong>social</strong> participants <strong>of</strong> the association,the members <strong>of</strong> the auto-support associations, the research centres, such as l’IREP, the137
