The price is also a key po<strong>in</strong>t. Unlike other drugs, its use maybe cheaper than dr<strong>in</strong>k<strong>in</strong>g alcohol <strong>in</strong> quite a few places <strong>in</strong> <strong>Europe</strong>.The role <strong>of</strong> the media <strong>in</strong> spread<strong>in</strong>g this image, as well as that <strong>of</strong> the house movementwas decisive. Similarly, that they do not lead to addiction <strong>and</strong> that their use, therefore, willnot lead to consequences like those associated with the use <strong>of</strong> hero<strong>in</strong>, that is addiction,unemployment, del<strong>in</strong>quency <strong>and</strong>, <strong>in</strong> short, marg<strong>in</strong>alisation.THREE STRATEGIES: REPRESSION, DEMAND REDUCTION AND HARM MINIMISATIONAs to what form <strong>in</strong>tervention strategies should take <strong>in</strong> the face <strong>of</strong> these uses, we f<strong>in</strong>dbasically three ma<strong>in</strong> strategy types; repression, reduction <strong>in</strong> the dem<strong>and</strong> <strong>and</strong> harmm<strong>in</strong>imisation. In pr<strong>in</strong>ciple, these are not necessarily strategically opposites <strong>and</strong>, <strong>in</strong> areview <strong>of</strong> the preventive evidence complied <strong>in</strong> DORN (Dorn <strong>and</strong> Murji, 1992), theEnglish bibliography, it recommends “multimodal programmes which use a mixture <strong>of</strong>a slight anti-drug repression, community mobilisation <strong>and</strong> an <strong>in</strong>formative element”.Synergy between different focuses <strong>in</strong>creases the effectiveness <strong>of</strong> the preventivecampaigns.In practice, however, these alternatives are presented as be<strong>in</strong>g mutually opposed. Tostart with, <strong>in</strong> the majority <strong>of</strong> the <strong>Europe</strong>an countries, few pr<strong>of</strong>essionals <strong>in</strong> preventionmake the slightest mention <strong>of</strong> the position repression could fill with<strong>in</strong> a policy.
