APPENDIX HGLOSSARY OF TERMSApproach Speed: The recommended speed contained in aircraft manuals used by pilots when making anapproach to landing. This speed will vary for different segments of an approach as well as for aircraftweight and configuration.Based Aircraft: Aircraft stationed at an airport on a long-term basis.Ceiling: Height above the earth’s surface to the lowest layer of clouds or obscuring phenomena.Circling Approach/Circle-to-<strong>Land</strong> Maneuver: A maneuver initiated by the pilot to align the aircraft witha runway for landing when a straight-in landing from an instrument approach is not possible or notdesirable.Combining District: A zoning district that establishes development standards in areas of special concernover and above the standards applicable to basic underlying zoning districts.Commercial Operator: A person who, for compensation or hire, engages in the carriage by aircraft in aircommerce of persons or property, other than as an air carrier.Community Noise Equivalent Level (CNEL): The noise metric adopted by the State of California forevaluating airport noise. It represents the cumulative daytime noise level during a 24-hour day, measuredin decibels and adjusted to an equivalent level to account for the lower tolerance of people to noise duringevening (7:00 p.m. to 10:00 p.m.) and nighttime (10:00 p.m. to 7:00 a.m.) periods relative to the daytimeperiod. Evening noise event levels are weighted by a factor of three (+4.77 dB) and nighttime noise eventlevels are weighted by a factor of ten (+10 dB) prior to summation. The noise levels are typicallydepicted by a set of contours, each of which represents points having the same CNEL value.Controlled Airspace: Any of several types of airspace within which some or all aircraft may be subjectto air traffic control.Day-Night Average Sound Level (DNL): The noise metric adopted by the U.S. Environmental ProtectionAgency for measurement of environmental noise. It represents the cumulative daytime noise level duringa 24-hour day, measured in decibels and adjusted to account for the lower tolerance of people to noiseduring nighttime periods. The mathematical symbol is L dn .Decibel (dB): A unit measuring the magnitude of a sound, equal to the logarithm of the ratio of theintensity of the sound to the intensity of an arbitrarily chosen standard sound, specifically a sound justbarely audible to an unimpaired human ear. For environmental noise from aircraft and othertransportation sources, an A-weighted sound level (abbreviated dBA) is normally used.
