CHAPTER 3BROWN FIELD MUNICIPAL AIRPORT POLICIES AND MAPSAvigation Easement and Overflight Notification AreasExhibit III-7 depicts the areas within which developers of selected projects shall be required to dedicateavigation easements to the airport operator. The avigation easement requirement is described in Policy2.11.5 in Chapter Two.Exhibit III-7 also depicts the overflight notification area presented in Exhibit III-5. Within this areadevelopers of residential projects shall be required to record overflight notification documents as acondition of approval. The overflight notification requirement is described in Section 3.6.3 of thisChapter.<strong>Airport</strong> Influence AreaIn accordance with guidance from the Handbook and as defined in the California Business andProfessions Code 11010(b)(13)(b), the <strong>Airport</strong>’s AIA is “the area in which current or future airportrelatednoise, overflight, safety, or airspace protection factors may significantly affect land uses ornecessitate restrictions on those uses.” The AIA is divided into Review Area 1 and Review Area 2. Thecomposition of each area is determined as follows:• Review Area 1 consists of locations where noise or safety concerns may necessitate limitations onthe types of land use actions. Specifically, Review Area 1 encompasses locations exposed to aircraftnoise levels of 60 dB CNEL or greater together with all of the safety zones depicted on the associatedmaps in this chapter.• Review Area 2 consists of locations beyond Review Area 1 but within the airspace protection and/oroverflight notification areas depicted on Exhibits III-3 and III-4 in this chapter. Limits on theheights of structures, particularly in areas of high terrain, are the only restrictions on land uses withinReview Area 2. The recordation of overflight notification documents is also required in locationswithin Review Area 2.The boundaries of the AIA are shown on Exhibit III-6. The boundary of Review Area 1 of the AIAencompasses land within the City of San Diego, the City of Chula Vista, and unincorporated San DiegoCounty. Review Area 2 includes the same jurisdictions, in addition to the City of National City and theCity of Imperial Beach.
