2. At the Regional level: Crop Protection Centers, responsible for giving<br />

technical support to the Provincial Agriculture Agency in providing farmers<br />

with (1) timely information of pest occurrence, (2) appropriate control<br />

methods <strong>and</strong> (3) judicious pesticide use recommendations. The functions of<br />

die technical staff include (1) carrying out adaptive trials on farmers' fields to<br />

obtain appropriate recommendations for control methods, (2) pest<br />

surveillance to enable them to give timely <strong>and</strong> proper information, <strong>and</strong> (3)<br />

inspection of tile storage, distribution, <strong>and</strong> the use of pesticides. At the<br />

Provincial level, the Crop Protection Division of tile Agriculture Agency is<br />

concerned with the motivation of farmers, dealing with their awareness,<br />

equipment stpport, guidance, <strong>and</strong> mobilizing crop protection brigades for<br />

emergency or ouibre,'k cases.<br />

3. At Agriculture Dc'evlopmnnt Area level: At this level a field laboratory is<br />

developed which represents a Crop Protection Center's working unit with<br />

the following functions:<br />

a. to analyze data delivered by pest observers.<br />

1). to carry out pest surveillance.<br />

c. to carry out studies on pest occurrence, biology, ecology <strong>and</strong> its<br />

population dynamics, <strong>and</strong><br />

d. to inspect <strong>and</strong> coordinate pest observers' activities.<br />

4. At Rural Extension Center Working Area level: At this level, which covers<br />

about 6,000-10,000 ha, pest observers ar , responsible for pest observation<br />

<strong>and</strong> monitoring tile results which are used as information to determine what<br />

precautionary measures are needed.<br />

Through technical cooperation with the Japanese government, the<br />

infrastructure will be considerably strengthened both in terms of hardware <strong>and</strong><br />

software.<br />

IPM PROGRAM IMPLEMENTATION<br />

To make the IPM approach more acceptable to farmers <strong>and</strong> to convince them<br />

of its soundness so that they will be motivated to practice it, some IPM pilot<br />

projects were started from 1979 on in cooperation with FAO (Table 3). The<br />

projects generally lasted 3-5 years <strong>and</strong> had different activities (Table 4).<br />

Meetings<br />

Meetings were held every season when planting time was about to begin <strong>and</strong><br />

involved subject matter specialists, senior extension workers, pest observers,<br />

Sagricultural extension workers, seed growers <strong>and</strong> farmer leaders. Work plans<br />

were formulated in these meetings <strong>and</strong> solutions to potential problems were<br />

discussed. Additionally, during the crop season biweekly meetings were held in<br />

which senior extension workers <strong>and</strong> key farmers discussed solutions to their<br />

problems.
