of a fully trained pilot were significantly below NATO’s minimum<br />

requirement. This situation was further aggravated by a<br />

very low pilot-to-aircraft ratio. 72 A parliamentary report published<br />

in 1992 highlights serious shortcomings in training, modern<br />

air-to-air and air-to-ground weapons, and spare parts in<br />

general. 73 Difficulties in generating enough training hours per<br />

combat pilot persisted up to 2001. 74 Hence, it can be argued that<br />

the SwAF’s <strong>for</strong>ce structure had actually been overstretched and<br />

only became more stable against the backdrop of Sweden’s increasing<br />

commitment to out-of-area operations.<br />
