air and space power was not adequately represented as an integral<br />

part within NATO’s command structure and that a specialised<br />

centre of excellence would provide the required competence as<br />

an added value. To that end, the JAPCC provides innovative advice<br />

and subject matter expertise <strong>for</strong> the trans<strong>for</strong>mation of alliance<br />

air <strong>for</strong>ces. 67<br />

Bilateral and Multilateral Organisational Relationships. In<br />

the post–Cold War era, instituting the Franco-British European<br />

<strong>Air</strong> Group (FBEAG) was a major achievement in European air<br />

power cooperation. In light of real operations in the Balkans and<br />

elsewhere, the RAF and FAF realised a need <strong>for</strong> improving interoperability<br />

between the two air <strong>for</strong>ces and established the<br />

FBEAG at High Wycombe, UK, in 1995. 68 One of the FBEAG’s<br />

primary tasks was facilitating combined air operations to support<br />

Petersberg missions, thereby reflecting the emerging European<br />

security and defence policy. 69 <strong>The</strong> title of the organisation was <strong>for</strong>mally<br />

changed to the European <strong>Air</strong> Group (EAG) in January 1998.<br />

<strong>The</strong> same year, Italy reached full membership status, and on 12<br />

July 1999, Belgium, Germany, the Netherlands, and Spain joined<br />

the EAG. 70<br />

<strong>The</strong> official goal of the EAG is “to improve the operational capabilities<br />

of the Parties’ <strong>Air</strong> Forces to carry out operations in pursuit<br />
