Horizon 2020: the EU’s biggest research programme<br />

ever<br />

The funding levels of the EU’s successive framework<br />

programmes for research and development have grown<br />

consistently over time from € 4 billion for the first one from<br />

1984 to 1988 to € 53 billion for the Seventh Framework<br />

Programme for Research and Technological Development<br />

(2007–2013) and nearly € 80 billion for Horizon 2020, the<br />

biggest EU research programme ever. Horizon 2020 was<br />

proposed by the European Commission in November 2011<br />

and adopted by the European Parliament and European<br />

Council in December 2013.<br />

Horizon 2020 focuses on implementing Europe 2020, in<br />

general, and the Innovation Union, in particular, by bringing<br />

together all existing EU research and innovation funding and<br />

providing support in a seamless way from idea to market,<br />

through streamlined funding instruments and a simpler<br />

programme architecture and rules for participation. The bulk<br />

of the € 80 billion will promote excellent science (32%) and<br />

address societal challenges (39%) [Table 9.8].<br />

Green growth main societal challenge<br />

Many of the societal challenges covered by Horizon 2020<br />

relate to green growth areas, such as sustainable agriculture<br />

and forestry, climate action, green transportation or resource<br />

efficiency. Some of Europe 2020’s most positive results so far<br />

concern reductions in greenhouse gas emissions. By 2012, the<br />
