conglomerates accounted for 71 % of all private investment in<br />

R&D in 2009 and 74% in 2012. This shows that just a handful<br />

of major companies are the principal investors in Korean R&D,<br />

even though SMEs and venture companies play a key role by<br />

establishing and operating R&D centres.<br />

Strong growth in domestic and international patents<br />

The number of domestic patents registered more than<br />

doubled between 2009 and 2013 from 56 732 to 127 330<br />

(KIPO, 2013). This is quite a feat, especially coming as it does<br />

in the wake of the global financial crisis. In 2013, Koreans took<br />

third place (14 548) for the number of patents registered in<br />

the USA, behind Japan (51 919) and Germany (15 498).<br />

The country also recorded a rise within triadic patent families<br />

– an aggregate of registrations with patent offices in Europe,<br />

Japan and the USA – even though the ratio per billion KRW<br />

of research budget slipped (Figure 25.8). This didn’t prevent<br />

Korean inventors from ranking fourth in 2012.<br />

Technology trade has doubled<br />

The volume of technology trade doubled between 2008 and<br />

2012 from US$ 8.2 billion to US$ 16.4 billion. The trade balance,<br />

which can be calculated as a ratio of technology exports to<br />

technology imports, improved from 0.45 in 2008 to 0.48 in 2012<br />

(MSIP, 2013b). Although this increasing volume of technology<br />

trade implies that the country is actively engaging in global<br />

innovation, it continues to record a large deficit in the global<br />

technology marketplace that it is striving to remedy.<br />
