income, but would not ask for themselves. The state is responsible for<br />

taking care <strong>of</strong> them completely by addressing their social, economic<br />

and educational needs. The governor has to set aside time to meet<br />

with them so that they will not feel deprived, and he should check on<br />

their situation himself, directly. He has to create the right<br />

environment so that these deprived people have the oppomnity to<br />

speak to the governor.311<br />

2.3.10. Training, and disciplining with<br />

reward and punishment<br />

Amir al-Mu'mineen '<strong>Ali</strong>(4)<br />

said: "The one who does good<br />

and the one who does evil should not be treated equally, because that<br />

will make those who do good lose interest in doing good, and will<br />

encourage the evildoers to persist in doing evil. Treat each one <strong>of</strong><br />

them in the way he deserves. Remember that there is nothing that the<br />

leader can do to make the people under him think more positively <strong>of</strong><br />

him better than treating them kindly, reducing the burden on them,<br />

and refraining from forcing them into something that is beyond them.<br />

Doing this will create an atmosphere <strong>of</strong> mutual bust and positive<br />

thinking, because mutual trust will prevent a lot <strong>of</strong> trouble. The one<br />

who is more deserving <strong>of</strong> your trust is the one who tries his best to<br />

help you. This is disciplining with reward and punishment. The noble<br />

Qur'an speaks <strong>of</strong> this and clearly shows its features in the story <strong>of</strong><br />

says: 4He said: 'As for him [a<br />

Dhul-Qamayn, in which Allah (B)<br />

disbeliever in the Oneness <strong>of</strong> Allah] who does wrong, we shall<br />

punish him, and then he will be brought back unto his Lord, Who will<br />

punish him with a terrible torment Fell]. But as for him who believes<br />

[in Allah's Oneness] and works righteousness, he shall have the best<br />

reward, [paradise], and we [Dhul-Qamayn] shall speak unto him<br />

mild words [as insbuctions].') (Qur'an 18: 87-88)"
