hope to get his way with him <strong>of</strong> people who are close to<br />

These are the factors that protect senior <strong>of</strong>ficials from going down the<br />

road <strong>of</strong> accepting bribes or selling out for money:<br />

(a) Paying generously and covering all his needs so that he<br />

will feel independent.<br />

(b) Showing respect to him so that he will have job security<br />

and feel that his post is safe.<br />

What more could the employee want if his life is secure and his<br />

job is stable? This type <strong>of</strong> security for senior state employees may<br />

also he applied in large companies, corporations and leaders <strong>of</strong><br />

Islamic movements; it is a comprehensive guarantee for the<br />

employee that should be granted to the workers, according to the best<br />

administrative principles. Even the Japanese administrative systems<br />

do not grant the employee this level <strong>of</strong> security <strong>of</strong> life and provision;<br />

the employee receives a fixed salary, but that salary may not be<br />

enough to cover all his expenses, so what will he do in that situation?<br />

His need may push him to commit immoral actions. The<br />

administrative system <strong>of</strong> Amir al-Mu'mineen '<strong>Ali</strong> (&) ,.. dictated that<br />

the employee should be given enough security and money so that he<br />

could attain independence <strong>of</strong> means. In other words, it is not<br />

sufficient to give a monthly salary only; rather the standard is to fulfil<br />

all his needs and, moreover, to give him job se~nsit~.~~~<br />

2.4.10. Learning from people <strong>of</strong> experience<br />

People <strong>of</strong> experience are a source <strong>of</strong> real knowledge, and it is<br />

natural that the seeker <strong>of</strong> knowledge can benefit more from traders<br />

(people with real-life knowledge) than from those who studied<br />

theoretical knowledge only. The Japanese benefited from this<br />

principle when they turned their factories into universities in which
