4.6.1 The State fund for transport infrastructure<br />

The State Fund for Transport Infrastructure (SFDI) is established by law no. 104/2000 Coll. from<br />

4 th April 2000, effective from 1 st July 2000. The purpose of <strong>the</strong> fund is development, c<strong>on</strong>structi<strong>on</strong>,<br />

maintenance and modernizati<strong>on</strong> of roads and motorways, railways and inland waterways. The fund<br />

also provides c<strong>on</strong>tributi<strong>on</strong>s for research, study, expertise and project activities aimed at <strong>the</strong><br />

transport infrastructure. The fund revenues include transfer of road taxes, transfer of a share from<br />

c<strong>on</strong>sumer taxes, from fossil fuels and lubricants, and from road tolls. This ensures that part of <strong>the</strong><br />

revenues generated by transport comes back. C<strong>on</strong>tributi<strong>on</strong>s of <strong>the</strong> <strong>Europe</strong>an commissi<strong>on</strong> provided<br />

via <strong>the</strong> corresp<strong>on</strong>ding <strong>Europe</strong>an funds will flow to SFDI as well.<br />

4.6.2 EU funds for <strong>the</strong> years 2007 - 2013<br />

The financial support from <strong>the</strong> EU funds to transport in CR between 2007 - 2013 is realized<br />

mainly through <strong>the</strong> Operati<strong>on</strong>al Programme of Transport (OPT). C<strong>on</strong>diti<strong>on</strong> for funding is to<br />

complete <strong>the</strong> project in <strong>the</strong> year 2015. The maximum amount of financing for current OPT is 85 %<br />

of <strong>the</strong> total eligible costs.<br />

Financially, <strong>the</strong> OPT is <strong>the</strong> largest operati<strong>on</strong>al programme in <strong>the</strong> CR. The total funds allocated<br />

to <strong>the</strong> programme reach 5,774 billi<strong>on</strong> EUR, which is about 22 % of <strong>the</strong> entire EU funds addressed<br />

to <strong>the</strong> CR. Additi<strong>on</strong>al funding from <strong>the</strong> Czech public resources is supposed to increase <strong>the</strong> amount<br />

by ano<strong>the</strong>r 1,01 billi<strong>on</strong> EUR. The OPT is financed by two funds – The <strong>Europe</strong>an Regi<strong>on</strong>al<br />

Development Fund (ERDF) and <strong>the</strong> C<strong>on</strong>sistency Fund (CF). The governing authority of <strong>the</strong> OPT is<br />

<strong>the</strong> Ministry of Transport of <strong>the</strong> CR.<br />

The OPT includes 7 priorities:<br />

1. Modernizati<strong>on</strong> of <strong>the</strong> TEN-T network<br />

2. C<strong>on</strong>structi<strong>on</strong> and modernizati<strong>on</strong> of <strong>the</strong> TEN-T road and motorway network<br />

3. Modernizati<strong>on</strong> of <strong>the</strong> railway network outside <strong>the</strong> TEN-T network<br />

4. Modernizati<strong>on</strong> of I. class roads outside <strong>the</strong> TEN-T network<br />

5. Modernizati<strong>on</strong> and development of <strong>the</strong> Prague underground and <strong>the</strong> systems of road transport<br />

management in <strong>the</strong> capital city Prague<br />

6. Support of multimodal freight transport and development of inland waterway transport<br />

7. Technical support<br />

Priorities are also aimed at improving <strong>the</strong> water transport infrastructure by finding soluti<strong>on</strong>s for<br />

navigability of major inland waterways, by modernizing river vessels, by supporting of new<br />

multimodal overload technologies, etc. For <strong>the</strong> priority no. 6, EU allocated 0,119 billi<strong>on</strong> EUR, i.e.<br />

A feasibility study for “Improvement of C<strong>on</strong>diti<strong>on</strong>s for <strong>the</strong> <strong>River</strong> Transport in <strong>Central</strong> <strong>Europe</strong> (mainly <strong>on</strong> <strong>the</strong> <strong>Elbe</strong><br />

<strong>River</strong>)“ realized within <strong>the</strong> ChemLog project 171
