The ADR, RID and ADN agreements also determine adjustments and equipment of vehicles<br />
transporting hazardous-materials (secti<strong>on</strong> 9 in <strong>the</strong> ADR and ADN Agreement, secti<strong>on</strong> 6 in <strong>the</strong> RID<br />
Agreement; detailed descripti<strong>on</strong> exceeds <strong>the</strong> scope of this project). Companies involving road,<br />
railway or inland water transport of hazardous materials or associated wrapping, loading, tanking<br />
or unloading of such materials, must appoint <strong>on</strong>e or more safety advisors resp<strong>on</strong>sible for help with<br />
risk preventi<strong>on</strong> avoiding damage to people, property and <strong>the</strong> envir<strong>on</strong>ment.<br />
2.4.1 Road transport<br />
The <strong>Europe</strong>an Agreement c<strong>on</strong>cerning <strong>the</strong> Internati<strong>on</strong>al Carriage of Dangerous Goods by<br />
Road (ADR)<br />
The ADR Agreement was sealed in Geneva in 1957. Until today, it is ratified by 46 countries<br />
(also n<strong>on</strong>-<strong>Europe</strong>an countries) including all partners of <strong>the</strong> ChemLog project. Apart from <strong>the</strong> above-<br />
menti<strong>on</strong>ed requirements of <strong>the</strong> ADR, RID and ADN regulati<strong>on</strong>s stated in <strong>the</strong> chapter “Land<br />
transport of chemicals”, <strong>the</strong> ADR requires additi<strong>on</strong>al features.<br />
According to <strong>the</strong> ADR agreement, <strong>the</strong> transported is bound to:<br />
- use <strong>on</strong>ly vehicles intended for transportati<strong>on</strong> of chemicals<br />
- ensure that <strong>the</strong> driver has <strong>the</strong> obligatory equipment, including orange warning plates or<br />
safety signs<br />
- ensure <strong>the</strong> presence of an assistant driver in <strong>the</strong> vehicle, if required<br />
- ensure that <strong>on</strong>ly trained drivers manage <strong>the</strong> transportati<strong>on</strong><br />
- provide training for o<strong>the</strong>r individuals c<strong>on</strong>tributing to <strong>the</strong> transportati<strong>on</strong><br />
- ensure that during transportati<strong>on</strong>, <strong>the</strong> driver carries <strong>the</strong> necessary documents and can<br />
present <strong>the</strong>m up<strong>on</strong> request of authorized pers<strong>on</strong>nel, as well as functi<strong>on</strong>al fire extinguishers<br />
and <strong>the</strong> obligatory equipment of <strong>the</strong> vehicle; that <strong>the</strong> driver does not accept damaged or<br />
leaking goods; that <strong>the</strong> driver is capable of performing corrective acti<strong>on</strong>s described in<br />
written instructi<strong>on</strong>s in case of an accident or an extreme situati<strong>on</strong>; that <strong>the</strong> driver follows<br />
regulati<strong>on</strong>s for loading, unloading and manipulati<strong>on</strong> with goods, if carried out by himself<br />
- appoint a safety advisor for transportati<strong>on</strong> of hazardous materials<br />
The accompanying documents – apart from <strong>the</strong> documents required by o<strong>the</strong>r regulati<strong>on</strong>s, a<br />
transporting unit must be provided with following documents:<br />
- transportati<strong>on</strong> documents for all transported hazardous materials and certificati<strong>on</strong> of<br />
c<strong>on</strong>tainer loading in case <strong>the</strong> road transport c<strong>on</strong>tinues by sea transport<br />
- written instructi<strong>on</strong>s referring to all transported hazardous materials<br />
