classified as hazardous according to <strong>the</strong> regulati<strong>on</strong>s, <strong>the</strong>se regulati<strong>on</strong>s must be followed.<br />

O<strong>the</strong>rwise, if <strong>the</strong> chemicals are not classified as hazardous, it is handled as any o<strong>the</strong>r commodity<br />

according to <strong>the</strong> valid regulati<strong>on</strong>s <strong>on</strong> road, railway and inland water transport.<br />

Hazardous materials can be characterized as substances with <strong>on</strong>e or more dangerous qualities<br />

classified by law. Hazardous materials occur in areas of producti<strong>on</strong>, processing, storing and<br />

transporting. Accident involving hazardous materials is an excepti<strong>on</strong>al event when <strong>the</strong> material<br />

gets out of c<strong>on</strong>trol (leaking from c<strong>on</strong>tainers or equipment) in amount causing threat to populati<strong>on</strong>,<br />

animals and <strong>the</strong> envir<strong>on</strong>ment and requiring rescue and liquidati<strong>on</strong> works.<br />

Characteristic features of an accident involving leak of hazardous materials are:<br />

- <strong>the</strong> transporting vehicle or c<strong>on</strong>tainer is labeled by warning plates, orange reflective<br />

plates, safety signs and handling marks;<br />

- color of vegetati<strong>on</strong> changes or decays, small animals in a close proximity are dying;<br />

- unusual phenomena during burning and fire formati<strong>on</strong> (unusual color of <strong>the</strong> flame and<br />

smoke, smell, explosi<strong>on</strong>s, fervent flames and sp<strong>on</strong>taneous combusti<strong>on</strong>, rapid spread of<br />

fire even <strong>on</strong> n<strong>on</strong>-flammable materials);<br />

- mist, quivering air, hissing of gas, cracking structures;<br />

- unusual wrappings, glass c<strong>on</strong>tainers, pressure cylinders, thick insulati<strong>on</strong>s <strong>on</strong> c<strong>on</strong>tainers.<br />

Road transportati<strong>on</strong> of hazardous materials follows <strong>the</strong> <strong>Europe</strong>an Agreement c<strong>on</strong>cerning <strong>the</strong><br />

Internati<strong>on</strong>al Carriage of Dangerous Goods by Road (ADR), <strong>the</strong> railroad transportati<strong>on</strong> is<br />

regulated by <strong>the</strong> Regulati<strong>on</strong>s c<strong>on</strong>cerning <strong>the</strong> Internati<strong>on</strong>al Carriage of Dangerous Goods by<br />

Rail (RID), and <strong>the</strong> inland waterway navigati<strong>on</strong> by <strong>the</strong> <strong>Europe</strong>an Agreement c<strong>on</strong>cerning <strong>the</strong><br />

Internati<strong>on</strong>al Carriage of Dangerous Goods by Inland Waterway (ADN).<br />

These regulati<strong>on</strong>s harm<strong>on</strong>ize <strong>the</strong> transporting c<strong>on</strong>diti<strong>on</strong>s, including <strong>the</strong> compulsory labeling, in<br />

order to minimize risks, which may occur during accidents or extreme situati<strong>on</strong>s.<br />

Such regulati<strong>on</strong>s defines material and its level of dangerousness. The classificati<strong>on</strong> of materials<br />

c<strong>on</strong>tains five elements: class, classificati<strong>on</strong> code, wrapping cluster, <strong>the</strong> UN number and <strong>the</strong> official<br />

label.<br />
