2,07 % of <strong>the</strong> OPT. As <strong>the</strong> new planning year of <strong>the</strong> EU begins <strong>on</strong> 1 st February 2014, it is not yet<br />
possible to determine percentage of funds for <strong>the</strong> Děčín navigable lock. Until <strong>the</strong> end of 2013, <strong>the</strong><br />
OPT funds are distributed am<strong>on</strong>g o<strong>the</strong>r projects (navigability of <strong>the</strong> upper secti<strong>on</strong> of <strong>the</strong> Vltava<br />
river). To gain financial assistance from <strong>the</strong> EU, it is necessary to elaborate an appropriate<br />
applicati<strong>on</strong> with required annexes, i.e. a feasibility study, financial and ec<strong>on</strong>omic analysis, analysis<br />
of risks and a study of sensitivity.<br />
Regarding time spaces between preparati<strong>on</strong> and assumed realizati<strong>on</strong> of c<strong>on</strong>structi<strong>on</strong>s, it is<br />
apparent that funding from <strong>the</strong> OPT will be largely limited in order to use <strong>the</strong> resources until <strong>the</strong><br />
end of 2015 (<strong>the</strong> rule 2013+2). Funds can be fur<strong>the</strong>r drawn from <strong>the</strong> c<strong>on</strong>secutive analogic<br />
programme.<br />
4.6.3 Public Private Partnership (PPP)<br />
Such type of funding is currently not comm<strong>on</strong> in <strong>the</strong> Czech Republic and is not suitable for<br />
projects <strong>on</strong> navigable locks, because it would be ra<strong>the</strong>r difficult to reach higher added value<br />
expected for <strong>the</strong> PPP projects. Traditi<strong>on</strong>al funding is much more c<strong>on</strong>venient.<br />
4.6.4 O<strong>the</strong>r support of inland navigati<strong>on</strong><br />
Ano<strong>the</strong>r programme focused <strong>on</strong> inland navigati<strong>on</strong> is <strong>the</strong> <strong>Europe</strong>an programme NAIADES<br />
(Navigati<strong>on</strong> And Inland Waterway Acti<strong>on</strong> and Development in <strong>Europe</strong>) – an acti<strong>on</strong> programme for<br />
inland navigati<strong>on</strong> for <strong>the</strong> years 2006 – 2013. The aim of <strong>the</strong> NAIADES is to support <strong>the</strong> inland<br />
waterway transport “which is highly secure and envir<strong>on</strong>mentally friendly and which may<br />
facilitate transfer to o<strong>the</strong>r modes of transport and <strong>the</strong>refore lower problems with<br />
c<strong>on</strong>gesti<strong>on</strong>s and overload generated by o<strong>the</strong>r modes of transport”.<br />
The programme includes five key elements:<br />
• Provide favorable c<strong>on</strong>diti<strong>on</strong>s for services and new market acquisiti<strong>on</strong> – to gain new<br />
transport markets, to encourage development of businesses within this sector and to improve<br />
regulatory and administrative framework.<br />
• Support modernizati<strong>on</strong> and innovati<strong>on</strong> of <strong>the</strong> fleet – to improve efficiency of logistics, safety<br />
and to introduce envir<strong>on</strong>ment-friendly technologies.<br />
• Recruit new labor and increase investments into <strong>the</strong> human resources – to improve working<br />
and social c<strong>on</strong>diti<strong>on</strong>s for workers within waterway transport, to invest into <strong>the</strong> human resources<br />
within this field.<br />
• Promote inland waterway transport – to create <strong>the</strong> image for water transport as a<br />
successful businesses partner by promoti<strong>on</strong>al network, to m<strong>on</strong>itor and promote new trends in<br />
development of water transport.<br />
• Provide suitable infrastructures for inland waterways – to support and coordinate creati<strong>on</strong> of<br />
an integrated waterway informati<strong>on</strong> system of transport, to support c<strong>on</strong>structi<strong>on</strong> of ports and<br />
overloading facilities.<br />
