Not <strong>the</strong> So-Called Liberal Jewish Friend. We Know From His Tricky,<br />

Deceitful Maneuvers That He is Really Our Enemy and He is Responsible<br />

For The Serious Educational Retardation Of Our Black Children. We Call<br />

On All Concerned Black Teachers, Parents, And Friends to Write To The<br />

Board of Education, To <strong>the</strong> Mayor, To The State Commissioner of<br />

Education To Protest The Take Over Of This Crucial Program By People<br />

Who Are Unfit By Tradition And By Incl<strong>in</strong>ation To Do Even An Adequate<br />

Job.<br />

O<strong>the</strong>r union handouts repr<strong>in</strong>ted <strong>in</strong>flammatory statements by activist Les<br />

Campbell and anti-Semitic slurs that had circulated around <strong>the</strong> fr<strong>in</strong>ges of <strong>the</strong><br />

Ocean Hill—Brownsville dispute.<br />

As a device to w<strong>in</strong> <strong>the</strong> strike, Shanker's decision to pr<strong>in</strong>t <strong>the</strong> handouts was a<br />

brilliant tactical move. Overnight it changed <strong>the</strong> debate from one over community<br />

control and decentralization—over which many <strong>in</strong> <strong>the</strong> city, <strong>in</strong>clud<strong>in</strong>g Jews,<br />

were divided—<strong>in</strong>to a debate over anti-Semitism <strong>in</strong> <strong>the</strong> Black community. Are<br />

<strong>the</strong>se <strong>the</strong> k<strong>in</strong>d of th<strong>in</strong>gs, Shanker asked, that you want said <strong>in</strong> your schools? Are<br />

<strong>the</strong>se <strong>the</strong> k<strong>in</strong>d of people you want runn<strong>in</strong>g <strong>the</strong> schools and teach<strong>in</strong>g children?<br />

Many Jews were already unhappy with <strong>the</strong> ris<strong>in</strong>g militancy and anti-white sentiment<br />

emanat<strong>in</strong>g from <strong>the</strong> more militant parts of <strong>the</strong> civil rights movement. Most<br />

Jews <strong>in</strong> New York still considered <strong>the</strong>mselves liberals, but many, especially <strong>in</strong><br />

work<strong>in</strong>g-class neighborhoods, were becom<strong>in</strong>g scared. Crime had skyrocketed <strong>in</strong><br />

<strong>the</strong> 1960s, ris<strong>in</strong>g faster than at any o<strong>the</strong>r time s<strong>in</strong>ce <strong>the</strong> 1930s. Two years earlier,<br />

<strong>in</strong> 1966, New York Mayor John L<strong>in</strong>dsay had proposed establish<strong>in</strong>g a civilian
