described. The effects <strong>on</strong> animal and herd level are also different, because we are dealing<br />

with an infecti<strong>on</strong>, i.e. animals may become infectious. This means that an animal can be<br />

directly affected (e.g. reduced milk yield, weight loss, diarrhoea, death), or she can be<br />

indirectly affected through lost value at trading, simply because she is infected and carry<br />

MAP, and, hence, at risk <str<strong>on</strong>g>of</str<strong>on</strong>g> becoming MAP-affected in <str<strong>on</strong>g>the</str<strong>on</strong>g> future. On <str<strong>on</strong>g>the</str<strong>on</strong>g> herd-level, she can<br />

be a burden because she can transmit MAP to susceptible herd mates and <str<strong>on</strong>g>the</str<strong>on</strong>g>reby become<br />

a l<strong>on</strong>g-term liability to <str<strong>on</strong>g>the</str<strong>on</strong>g> herd-level productivity.<br />

TARGET CONDITIONS<br />

Different stages <str<strong>on</strong>g>of</str<strong>on</strong>g> infecti<strong>on</strong> (target c<strong>on</strong>diti<strong>on</strong>s) are <str<strong>on</strong>g>of</str<strong>on</strong>g> interest from different perspectives<br />

c<strong>on</strong>sidering <str<strong>on</strong>g>the</str<strong>on</strong>g> different effects at different time-points in <str<strong>on</strong>g>the</str<strong>on</strong>g> pathogenesis. Examples <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

different target c<strong>on</strong>diti<strong>on</strong>s are: a) n<strong>on</strong>-infected; b) MAP-infected; c) MAP-infectious; and d)<br />

MAP-affected. The latter is by some referred to as “clinical paratuberculosis”, but this may be<br />

an unfortunate term, because “clinical” is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten perceived as “observed” and <str<strong>on</strong>g>the</str<strong>on</strong>g> degree <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

observati<strong>on</strong> usually differs greatly am<strong>on</strong>g observers. For example, in small herds, animals<br />

are <str<strong>on</strong>g>of</str<strong>on</strong>g>ten more closely observed whereas in large herds, individuals may not be observed<br />

directly <strong>on</strong> a regular basis. The target c<strong>on</strong>diti<strong>on</strong> or case definiti<strong>on</strong> can <str<strong>on</strong>g>the</str<strong>on</strong>g>refore vary am<strong>on</strong>g<br />

decisi<strong>on</strong> makers and countries, but a clear definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> target would be preferred to ease<br />

communicati<strong>on</strong>.<br />

COLLECTION OF INFORMATION<br />

A questi<strong>on</strong>naire was circulated to European members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Associati<strong>on</strong> for<br />

<strong>Paratuberculosis</strong> or veterinary authorities in <str<strong>on</strong>g>the</str<strong>on</strong>g> following European countries: Austria,<br />

Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Est<strong>on</strong>ia, Finland, France,<br />

Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rlands,<br />

Norway, Poland, Portugal, Romania, Switzerland, Slovakia, Slovenia, Spain and Sweden,<br />

requesting <str<strong>on</strong>g>the</str<strong>on</strong>g> recipient to resp<strong>on</strong>d to <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong>naire or forward it to pers<strong>on</strong>s involved in<br />

programme management. The questi<strong>on</strong>naire was designed to collect informati<strong>on</strong> <strong>on</strong>: A)<br />

Existence <str<strong>on</strong>g>of</str<strong>on</strong>g> a nati<strong>on</strong>al or a significant regi<strong>on</strong>al approach <strong>on</strong> paratuberculosis, and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

species covered by <str<strong>on</strong>g>the</str<strong>on</strong>g> programme; B) Reas<strong>on</strong>s for establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> programme if <strong>on</strong>e<br />

exists, or reas<strong>on</strong>s for lack <str<strong>on</strong>g>of</str<strong>on</strong>g> a programme; C) Objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> programme; D)<br />

Organisati<strong>on</strong>s/instituti<strong>on</strong>s driving, managing and funding <str<strong>on</strong>g>the</str<strong>on</strong>g> programme; E) Strategies used<br />

to reach <str<strong>on</strong>g>the</str<strong>on</strong>g> objectives; and F) Supplementary informati<strong>on</strong>.<br />

Based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> collected, <str<strong>on</strong>g>the</str<strong>on</strong>g> countries were divided into four categories: I)<br />

n<strong>on</strong>-resp<strong>on</strong>ders; II) countries with a nati<strong>on</strong>al approach or regi<strong>on</strong>al approaches for <str<strong>on</strong>g>the</str<strong>on</strong>g> whole<br />

country; III) countries with some regi<strong>on</strong>al approaches; and IV) countries without a nati<strong>on</strong>al or<br />

a significant regi<strong>on</strong>al approach. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>rmore, <str<strong>on</strong>g>the</str<strong>on</strong>g> countries were divided into categories<br />

based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> objectives specified and <str<strong>on</strong>g>the</str<strong>on</strong>g> target c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> “paratuberculosis”. Limited<br />

informati<strong>on</strong> was given for most countries.<br />

PROGRAMMES ON PARATUBERCULOSIS<br />

A map illustrating significant activities <strong>on</strong> MAP infecti<strong>on</strong>s are shown in Fig. 1. Many<br />

resp<strong>on</strong>ders provided limited informati<strong>on</strong> about <str<strong>on</strong>g>the</str<strong>on</strong>g> programme and it’s extent, and <str<strong>on</strong>g>the</str<strong>on</strong>g> map<br />

may not be very accurate and should be interpreted with care.<br />

PROGRAMME OBJECTIVES AND TARGET CONDITIONS<br />

The specified objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> different programmes are summarised in Table 1. There is<br />

c<strong>on</strong>siderable overlap between several objectives, e.g. reducing <str<strong>on</strong>g>the</str<strong>on</strong>g> prevalence <str<strong>on</strong>g>of</str<strong>on</strong>g> infected<br />

animals should reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> spread <str<strong>on</strong>g>of</str<strong>on</strong>g> MAP and eliminate MAP shedders. However, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

objectives given in <str<strong>on</strong>g>the</str<strong>on</strong>g> table were kept as close to <str<strong>on</strong>g>the</str<strong>on</strong>g> original specificati<strong>on</strong>s as possible. The<br />

informati<strong>on</strong> is categorised graphically in Fig. 2 illustrating <str<strong>on</strong>g>the</str<strong>on</strong>g> diversity <str<strong>on</strong>g>of</str<strong>on</strong>g> programmes in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

European countries based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> available.<br />
