ADDITIONAL INFORMATION ON SPECIFIC PROGRAMMES<br />

Informati<strong>on</strong> <strong>on</strong> different programmes is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten available in <str<strong>on</strong>g>the</str<strong>on</strong>g> language(s) <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> specific<br />

country <strong>on</strong>ly (see list <str<strong>on</strong>g>of</str<strong>on</strong>g> additi<strong>on</strong>al country specific informati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> back). Some <str<strong>on</strong>g>of</str<strong>on</strong>g> this<br />

informati<strong>on</strong> plus informati<strong>on</strong> provided in <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong>naires is briefly summarised here.<br />

Austria<br />

“Clinical <strong>Paratuberculosis</strong>” became notifiable in Austria in 2006, and <str<strong>on</strong>g>the</str<strong>on</strong>g> program is focused<br />

<strong>on</strong> animals with clinical disease. The government covers cost for laboratory examinati<strong>on</strong>s<br />

and provide compensati<strong>on</strong> for culling <str<strong>on</strong>g>of</str<strong>on</strong>g> clinically affected animals. Management measures to<br />

reduce transmissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> MAP are also implemented <strong>on</strong> farms with MAP affected animals.<br />

Belgium<br />

A voluntary programme <strong>on</strong> paratuberculosis in dairy cattle was established in Belgium in<br />

2006, aiming at including 10% <str<strong>on</strong>g>of</str<strong>on</strong>g> producers in 2006 and 30% <str<strong>on</strong>g>of</str<strong>on</strong>g> producers by 2009. These<br />

goals have not been met. The programme is run by <str<strong>on</strong>g>the</str<strong>on</strong>g> dairy industry, farmers’ organisati<strong>on</strong>s<br />

and animal health services.<br />

In programme herds, all animals > 30 m<strong>on</strong>ths <str<strong>on</strong>g>of</str<strong>on</strong>g> age are tested annually using antibody tests<br />

<strong>on</strong> milk or blood samples. Testing is paid by farmers, but he receives a b<strong>on</strong>us per animal<br />

tested as follows: 2 EUR per test-negative animal, and 3 EUR per test-positive animal that is<br />

slaughtered.<br />

Denmark<br />

Denmark also has a voluntary programme in dairy cattle. Approximately 29% <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> herds<br />

and 40% <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> cows were enrolled in <str<strong>on</strong>g>the</str<strong>on</strong>g> programme by June 2009. The programme is run<br />

as a risk-based c<strong>on</strong>trol programme (Nielsen, 2009). All enrolled herds are tested 4 times per<br />

year using an antibody test, and cows are classified into High- and Low-Risk cows, and<br />

specific measures should be established to reduce potential MAP transmissi<strong>on</strong> from High-<br />

Risk cows. All costs are paid by <str<strong>on</strong>g>the</str<strong>on</strong>g> farmers.<br />

France<br />

Different programmes exist in different regi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> France, but <str<strong>on</strong>g>the</str<strong>on</strong>g>y are all voluntary. On a<br />

nati<strong>on</strong>al level, a programme exists to certify animals with a high genetic potential. On a<br />

regi<strong>on</strong>al level, different c<strong>on</strong>trol schemes are in place, for example in <str<strong>on</strong>g>the</str<strong>on</strong>g> main dairy regi<strong>on</strong> in<br />

France, Bretagne, where around 20.000 cattle farms and 2 milli<strong>on</strong> cattle are c<strong>on</strong>sidered<br />

“active in paratuberculosis c<strong>on</strong>trol”. C<strong>on</strong>trol activities include different test-schemes, where<br />

test-positive animals are culled within a specific time interval, and measures to reduce MAP<br />

transmissi<strong>on</strong> to calves are implemented.<br />

Germany<br />

<strong>Paratuberculosis</strong> is notifiable in Germany. However, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no obligati<strong>on</strong> to test animals<br />

with clinical signs <str<strong>on</strong>g>of</str<strong>on</strong>g> this disease. Owners and veterinarians <str<strong>on</strong>g>of</str<strong>on</strong>g>ten refrain from submitting<br />

samples to diagnostic laboratories in order not to know if an animal or herd is<br />

paratuberculosis positive. The reas<strong>on</strong> is that farms reporting cases may be held resp<strong>on</strong>sible<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> damage caused by knowingly selling animals from paratuberculosis positive herds to<br />

ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r farm, whereas those that do not know <str<strong>on</strong>g>the</str<strong>on</strong>g>ir status are not, irrespective that <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

prevalence can be similar in <str<strong>on</strong>g>the</str<strong>on</strong>g> reporting and <str<strong>on</strong>g>the</str<strong>on</strong>g> n<strong>on</strong>-reporting herd.<br />

The Federal Ministry for C<strong>on</strong>sumer Protecti<strong>on</strong>, Food and Agriculture in 2005 made guidelines<br />

to standardise c<strong>on</strong>trol measures, to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> prevalence <str<strong>on</strong>g>of</str<strong>on</strong>g> clinical disease and <str<strong>on</strong>g>the</str<strong>on</strong>g>reby<br />

ec<strong>on</strong>omic losses, and to prevent spread <str<strong>on</strong>g>of</str<strong>on</strong>g> MAP. The implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> guidelines lies<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> individual German states. Financial support can be obtained through infectious<br />

disease insurance programmes in some states if specific requirements are fulfilled.<br />
