INTRODUCTION<br />

A bulk milk quality assurance program (BMQAP) for paratuberculosis in Dutch dairy herds<br />

was initiated in 2006. The aim <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> BMQAP is to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>centrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Mycobacterium avium subsp. paratuberculosis (Map) in milk delivered to <str<strong>on</strong>g>the</str<strong>on</strong>g> milk factories.<br />

The BMQAP is run al<strong>on</strong>gside <str<strong>on</strong>g>the</str<strong>on</strong>g> pre-existing ‘Intensive <strong>Paratuberculosis</strong> Program’ (IPP;<br />

aiming at eliminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Map and low-risk trade <str<strong>on</strong>g>of</str<strong>on</strong>g> cattle).<br />

PROGRAM<br />

The BMQAP starts with an initial assessment c<strong>on</strong>sisting <str<strong>on</strong>g>of</str<strong>on</strong>g> a single herd examinati<strong>on</strong>. Testnegative<br />

herds enter a surveillance procedure c<strong>on</strong>sisting <str<strong>on</strong>g>of</str<strong>on</strong>g> biennial herd examinati<strong>on</strong>s and<br />

are assigned ‘Status A’ (formerly ‘green’). Test-positive herds enter a c<strong>on</strong>trol procedure<br />

c<strong>on</strong>sisting <str<strong>on</strong>g>of</str<strong>on</strong>g> annual herd examinati<strong>on</strong>s and are assigned ‘Status B’ if test-positives are<br />

culled and ‘Status C’ o<str<strong>on</strong>g>the</str<strong>on</strong>g>rwise (formerly ‘red’). Herd examinati<strong>on</strong>s c<strong>on</strong>sist <str<strong>on</strong>g>of</str<strong>on</strong>g> a milk-ELISA <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

all lactating cattle. Milk samples regularly collected for Milk Producti<strong>on</strong> Registrati<strong>on</strong> are used<br />

for testing. ELISA results may be c<strong>on</strong>firmed by individual fecal culture.<br />

The program promotes preventive management measures to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> risk <str<strong>on</strong>g>of</str<strong>on</strong>g> introducti<strong>on</strong><br />

and spread <str<strong>on</strong>g>of</str<strong>on</strong>g> Map in participating herds.<br />

RESULTS<br />

Results <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> program achieved in 2006 and 2007 were presented at <str<strong>on</strong>g>the</str<strong>on</strong>g> 9ICP<br />

(Weber and van Schaik, 2007). The results <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> program are in line with our<br />

expectati<strong>on</strong>s based <strong>on</strong> modeling studies, presented at 8ICP (van Roermund et al.,<br />

2005; Weber et al., 2005). The program turned out to be farmer friendly, easy to<br />

communicate, and easy to manage.<br />

Based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> results achieved in 2006 and 2007, <str<strong>on</strong>g>the</str<strong>on</strong>g> Dutch dairy processing<br />

industries have taken <str<strong>on</strong>g>the</str<strong>on</strong>g> lead to increase <str<strong>on</strong>g>the</str<strong>on</strong>g> uptake <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> BMQAP. In 2008, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

majority <str<strong>on</strong>g>of</str<strong>on</strong>g> costs for participating farmers were covered by <str<strong>on</strong>g>the</str<strong>on</strong>g> dairy processing<br />

industries. This resulted in a major increase <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> uptake <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> BMQAP. By June<br />

1st, 2009, approximately 17,000 (85%) <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 20,000 Dutch dairy herds participated<br />

in <str<strong>on</strong>g>the</str<strong>on</strong>g> BMQAP, al<strong>on</strong>gside approximately 450 (2%) herds in <str<strong>on</strong>g>the</str<strong>on</strong>g> IPP (Fig. 1).<br />

FUTURE DEVELOPMENTS<br />

The Dutch dairy industries have decided that by 2010 all Dutch dairy herds delivering<br />

milk to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir factories are required to participate in ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> BMQAP or <str<strong>on</strong>g>the</str<strong>on</strong>g> IPP.<br />

Moreover, by 2011 all herds are required to have at least status ‘A’ or ‘B’.<br />

CONCLUSION<br />

It is c<strong>on</strong>cluded that <str<strong>on</strong>g>the</str<strong>on</strong>g> bulk milk quality assurance program attracts increasing<br />

numbers <str<strong>on</strong>g>of</str<strong>on</strong>g> participants, is appreciated by <str<strong>on</strong>g>the</str<strong>on</strong>g> Dutch dairy industries, and is a<br />

practical and attractive way to assign a herd-status in relati<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> aim <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

program.<br />
