The two trained rural counsellors,<br />

• facilitate a ‘pathway forward’ for producers who were previously unable to trade<br />

breeding stock because <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir herds’ infected status;<br />

• <str<strong>on</strong>g>of</str<strong>on</strong>g>fer support and general farm business advice;<br />

• re-establish links between producers and <str<strong>on</strong>g>the</str<strong>on</strong>g> state regulatory authorities where<br />

communicati<strong>on</strong> had broken down;<br />

• heighten awareness <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> farm biosecurity; and<br />

• change purchasing decisi<strong>on</strong>s to reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> risk <str<strong>on</strong>g>of</str<strong>on</strong>g> re-introducing disease.<br />

How <str<strong>on</strong>g>the</str<strong>on</strong>g> package works<br />

The Package is voluntary and c<strong>on</strong>fidential but all beef producers whose herds have been<br />

c<strong>on</strong>firmed as ‘infected’ with BJD or are classified as ‘suspect’ are eligible.<br />

The counsellors coordinate social and financial support for beef producers who voluntarily<br />

undertake to eliminate BJD from <str<strong>on</strong>g>the</str<strong>on</strong>g>ir herds. Government or private veterinarians, working<br />

with <str<strong>on</strong>g>the</str<strong>on</strong>g> counsellors, provide <str<strong>on</strong>g>the</str<strong>on</strong>g> technical advice up<strong>on</strong> which to base <str<strong>on</strong>g>the</str<strong>on</strong>g> disease eradicati<strong>on</strong><br />

plan in each herd and to ensure that this complies with <str<strong>on</strong>g>the</str<strong>on</strong>g> Standard Definiti<strong>on</strong>s and Rules<br />

for BJD.<br />

When a new infected beef herd is detected <str<strong>on</strong>g>the</str<strong>on</strong>g> owner is sent informati<strong>on</strong> about <str<strong>on</strong>g>the</str<strong>on</strong>g> Package.<br />

Those who take up <str<strong>on</strong>g>the</str<strong>on</strong>g> invitati<strong>on</strong> are visited by <str<strong>on</strong>g>the</str<strong>on</strong>g> counsellor to help <str<strong>on</strong>g>the</str<strong>on</strong>g>m decide how to<br />

proceed. Follow-up support involves <str<strong>on</strong>g>the</str<strong>on</strong>g> approved veterinarian and <str<strong>on</strong>g>the</str<strong>on</strong>g> producer’s own<br />

financial adviser. The team assesses possible investigati<strong>on</strong> and eradicati<strong>on</strong> opti<strong>on</strong>s, whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>y are likely to succeed and <str<strong>on</strong>g>the</str<strong>on</strong>g> financial impacts <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> farm business.<br />

Once an approach is agreed to eradicate <str<strong>on</strong>g>the</str<strong>on</strong>g> infecti<strong>on</strong>, an Enhanced Property Disease<br />

Management Plan (EPDMP) is developed with <str<strong>on</strong>g>the</str<strong>on</strong>g> producer. Producers receive funding to<br />

support its implementati<strong>on</strong>, which typically involves identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> high risk groups in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

herd (based <strong>on</strong> history and testing) and culling <str<strong>on</strong>g>the</str<strong>on</strong>g>se to slaughter. After <str<strong>on</strong>g>the</str<strong>on</strong>g> infected cattle<br />

are removed, a 12-m<strong>on</strong>th dec<strong>on</strong>taminati<strong>on</strong> period starts. The funding assists in <str<strong>on</strong>g>the</str<strong>on</strong>g> restocking<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> beef herd with cattle that must be sourced from a low risk Beef Only herds or<br />

beef herds in <str<strong>on</strong>g>the</str<strong>on</strong>g> Australian Johne’s Disease Market Assurance program for Cattle<br />

(CattleMAP). Beef Only is a herd category to help assure cattle buyers about <str<strong>on</strong>g>the</str<strong>on</strong>g> very low<br />

risk <str<strong>on</strong>g>of</str<strong>on</strong>g> bovine Johne’s disease in beef herds that have had no c<strong>on</strong>tact with dairy cattle<br />

Results<br />

Since <str<strong>on</strong>g>the</str<strong>on</strong>g> commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Package, A$3.8 m has been committed to assisting 89<br />

producers, 77% <str<strong>on</strong>g>of</str<strong>on</strong>g> whom have now progressed so that <str<strong>on</strong>g>the</str<strong>on</strong>g>ir herds’ ‘infected’ or ‘suspect’<br />

statuses have been successfully resolved.<br />

A recent independent review <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Package c<strong>on</strong>sidered “that <str<strong>on</strong>g>the</str<strong>on</strong>g> role <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> bovine Johne’s<br />

disease Counsellors has a very high impact <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Package. Both<br />

private and government veterinarians were highly appreciative <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Counsellors, especially<br />
