An integrated risk based approach to <str<strong>on</strong>g>the</str<strong>on</strong>g> management <str<strong>on</strong>g>of</str<strong>on</strong>g> Johne’s disease in<br />

ABSTRACT<br />

Australia’s Nati<strong>on</strong>al Johne’s Disease C<strong>on</strong>trol Program was established in 1996 to provide<br />

effective coordinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Johne's disease programs across all states, territories and affected<br />

industries.<br />

The program aims to protect <str<strong>on</strong>g>the</str<strong>on</strong>g> favourable status <str<strong>on</strong>g>of</str<strong>on</strong>g> Johne's disease in large parts <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Australia and reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> impact <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> disease and c<strong>on</strong>trol measures <strong>on</strong> industries by<br />

managing <str<strong>on</strong>g>the</str<strong>on</strong>g> risk across a number <str<strong>on</strong>g>of</str<strong>on</strong>g> affected species and <str<strong>on</strong>g>the</str<strong>on</strong>g> impacts that <strong>on</strong>e industry’s<br />

c<strong>on</strong>trol strategy could have <strong>on</strong> ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r industry.<br />

The initial approach, based <strong>on</strong> Market Assurance Programs (MAPs) at <str<strong>on</strong>g>the</str<strong>on</strong>g> farm level<br />

and a traditi<strong>on</strong>al model <str<strong>on</strong>g>of</str<strong>on</strong>g> regulatory animal disease c<strong>on</strong>trol, was inadequate within endemic<br />

areas as Johne’s disease c<strong>on</strong>tinued to spread. Affected industries and governments sought<br />

better management strategies which resulted in <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> additi<strong>on</strong>al management<br />

tools. As a result, Australian industries have moved toward risk-based trading for endemically<br />

infected regi<strong>on</strong>s, with governments taking a more targeted regulatory approach in o<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

regi<strong>on</strong>s.<br />

Operati<strong>on</strong>al assurance systems, such as <str<strong>on</strong>g>the</str<strong>on</strong>g> Assurance Based Credit (ABC) scheme<br />

for sheep, Beef Only and Q-Alpaca have been developed for each industry sector. These are<br />

supported by nati<strong>on</strong>ally standardised written declarati<strong>on</strong>s which identify <str<strong>on</strong>g>the</str<strong>on</strong>g> level <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

assurance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> animals being sold or moved. The declarati<strong>on</strong>s are known as “nati<strong>on</strong>al<br />

animal health statements” and are supported by state legislati<strong>on</strong> to ensure <str<strong>on</strong>g>the</str<strong>on</strong>g> integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

statements that are made by producers.<br />

BACKGROUND<br />

The Australian Nati<strong>on</strong>al Johne’s Disease C<strong>on</strong>trol Program (NJDCP) is a cooperative program<br />

involving Australian livestock industries, government and <str<strong>on</strong>g>the</str<strong>on</strong>g> veterinary pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong> and<br />

managed by Animal Health Australia (see Figure 1).<br />

The earliest nati<strong>on</strong>al approaches comprised:<br />

• Voluntary Australian Johne’s Disease Market Assurance Programs (MAPs) at <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

farm level;<br />

• Traditi<strong>on</strong>al state regulatory animal disease c<strong>on</strong>trol programs based <strong>on</strong> quarantine and<br />

area movement restricti<strong>on</strong>s c<strong>on</strong>forming with a set <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>ally agreed Standard<br />

Definiti<strong>on</strong>s and Rules; and.<br />

• Nati<strong>on</strong>al standards for diagnostic tests.<br />
