A bulk milk quality assurance programme was established in <strong>the</strong> Ne<strong>the</strong>rlands in 2006, and by
2008 approximately 75% <strong>of</strong> <strong>the</strong> herds had voluntarily joined <strong>the</strong> programme. The aim <strong>of</strong> <strong>the</strong>
programme was to reduce <strong>the</strong> concentration <strong>of</strong> MAP delivered to milk factories. All herds are
tested at minimum every 2 nd year with a highly specific but in-sensitive antibody ELISA.
Tested herds are classified in three categories: A) Herds with only test-negative animals; B)
Herds with test-positive animals, where all test-positive animals are removed from <strong>the</strong> herd;
and C) Herds with test-positive animals remaining in <strong>the</strong> herd. The Dutch dairy industry has
made participation compulsory for farmers delivering milk to <strong>the</strong>ir factories from 2010. Only
herds in category A and B can deliver milk from January 1, 2011.
Spain
There is no national approach to MAP infections in Spain, but in <strong>the</strong> Basque Country, <strong>the</strong>re
are initiatives to reduce <strong>the</strong> prevalence and reduce losses associated with <strong>the</strong> infections in
cattle. Two main tools are used in two different regions: vaccination in <strong>the</strong> Gipuzkoa region,
and test-and-culling using serological and faecal test schemes. Fur<strong>the</strong>rmore, <strong>the</strong> use <strong>of</strong>
vaccination may be extended to o<strong>the</strong>r regions within <strong>the</strong> next 5 years.
Several o<strong>the</strong>r initiatives are in place in o<strong>the</strong>r parts <strong>of</strong> <strong>the</strong> country, but with less specific
programme objectives
Sweden
Sweden claims that <strong>the</strong> prevalence <strong>of</strong> MAP infections is low. They aim at providing testinformation
to ascertain freedom <strong>of</strong> MAP infections, but struggle with providing testinformation
that can certify herds and animals free <strong>of</strong> MAP.
REASONS FOR NOT HAVING A PROGRAMME
Reasons for not having a programme are specified in Table 2. The primary reasons seem to
be that MAP infections have lower priority than o<strong>the</strong>r infectious diseases, economical
