Piers Ludlowchanges were the most urgently nee<strong>de</strong>d: first the Council <strong>of</strong> ministers nee<strong>de</strong>d to returnto ‘leur fonctionnement normal prévu par les traités’ - an oblique reference toseveral perceived Council abuses, but most importantly a complaint about the ministers’ongoing reluctance to make much use <strong>of</strong> the majority voting provisions containedin the Treaty. 35 And second the European Parliament nee<strong>de</strong>d to be directlyelected. 36 This would reinforce the <strong>de</strong>mocratic character <strong>of</strong> the Community andblunt charges that the EEC was an unaccountable technocracy. It might also advancethe Commission’s long-standing ambition <strong>of</strong> forging more direct links betweenthe Community institutions and the wi<strong>de</strong>r European public, a process whichin the long-run would help emancipate the Community institutions from memberstate control.Unfortunately neither <strong>of</strong> these changes had been endorsed by the assembledHeads <strong>of</strong> Government. Both issues had been raised: several lea<strong>de</strong>rs, notably MarianoRumor the Italian Prime minister and Piet <strong>de</strong> Jong his Dutch counterpart, had calledfor a change in the manner that the European Parliament was chosen. 37 And <strong>de</strong> Jonghad ma<strong>de</strong> a comment about Council reform and the need for the Community to useall possible methods that the French at least had taken to be an allusion to majorityvoting. 38 But in neither case had a strong enough push been ma<strong>de</strong> for agreementamong the Six. As a result, the final communiqué contained only a passing referenceto the continuing discussions about European Parliamentary elections (and even thiswas only secured as a result <strong>of</strong> the last minute insistence <strong>of</strong> the Italians) and no mentionat all <strong>of</strong> majority voting. 39 Therefore the Commission’s hopes for institutional reformwere not advanced at all by the summit. In<strong>de</strong>ed it could even be argued that theywere set back, since in the all too obvious absence <strong>of</strong> enthusiasm for or consensusabout either reform at the highest political level, it would be a brave member state orCommunity institution that pushed too hard for their agreement in the short term. Inthe light <strong>of</strong> The Hague the Commission was likely to go on working within the sameinstitutional framework for the next few years at least.The caution <strong>de</strong>monstrated by the member state lea<strong>de</strong>rs on the theme <strong>of</strong> politicalunion was equally disappointing to Rey and his colleagues. 40 The Commission hadoriginally been rather sceptical about the political union process, objecting to thenon-communautaire framework within which it was to be conducted and fearingthat it might un<strong>de</strong>rmine the ability <strong>of</strong> the Community institutions to discuss an everexpanding range <strong>of</strong> topics.
