allow both written memorandum and oral presentation. If you have a written memorandum you may choose to present the<br />

written memorandum even without speaking and just go directly to that desk and sign in and give in the written memorandum.<br />

Mr. Joseph Kibet Siele : We know that the Civil Service are very important they play a little role in a participatory<br />

governance and they are also involved in accountability and the Government is supposed to respond to them. They are also<br />
