Cheruiyot Jeremiah Kirui from Nagrio Self Help Group and I am presenting the following views.<br />
That on the powers of qualities of the President: I am recommending the following: That the President should be elected<br />
directly from the people by the people and should not be an elected Mp and should have clean record and should not be<br />
suffering from any terminally ill diseases such as Cancer or Aids.<br />
Powers of the President: Presidents powers should must be reduced drastically and demarcated to avoid confusion. The<br />
President should have powers to appoint Ministers, High Commissioners, Commander of Armed Forces Police and Attorney<br />
General but should not have the following powers. The President should be in a position to elect the Electoral Commissioners,<br />
Controller or Auditor General, Judges, Chief Justice or Permanent Secretaries, Chancellors of any University or to appoint<br />
anybody Head the Public Service Commission or Head the Director of the Parastatal Bodies.<br />
Members of Parliament: They should be above thirty years of age, Degree holders, have clean development record, should not<br />
be suffering from terminally ill diseases, such as Aids, Cancer and many others. Should be mentally and morally upright.<br />
Should be a full time job. Should lead by consultation with the constituents. Should be recalled when he is out of that<br />
constituency for at least three months.<br />
On issues of nomination: Nobody should be nominated as an Mp.<br />
On Councillors should be above twenty-five years of age. Should be at least form four. Should be fluent in English and<br />
Kiswahili. Must have clean development record. Should not be suffering from any terminally ill diseases, Aids or Cancer and<br />
many other diseases. He /She should be open for impeachment.<br />
Chairman of the County Council must be a Degree holder. Should be elected directly by the people must be thirty years and<br />
above. Must speak English and Kiswahili. Must have professional qualification especially that of Management and<br />
Administration.<br />
On County Councils: County Councils or Local Authorities should be autonomous and independent.<br />
Ministry of Local Government: The role of the ministry should be that of influencing the policies of the local authorities and<br />
should not direct as it is now.<br />
